Diagnosis. Protruding face black with greenish­blue pollen but with only rusty pollen on hump. Cercus rather long, thick at base and slender at tip; surstylus with a distinct inner incision at tip in posterior view, surstylus narrow apically in lateral view; ventral receptacle short and thick, about 1.5 times as long as wide.

Description. Male body length 2.7 mm, wing length 2.9 mm.

Head subshiny black, with thin rusty pollen; mesofrons nearly polished with brownish pollen. Setulae and setae on head black; 1outer vt as long as 1 inner vt; 1 pair of strong oc; 4 lateroclinate orb, the first and the third thin and short. Protruding face black with greenish­blue, only rusty pollen on hump, with 2 long dorsoclinate facial setae on each side. Vibrissa very strong. Longest oral setae as long as width of antennal segment 3. Antenna black; arista short pubescent. Eye­to­cheek ratio, male 1: 0.33.

Thorax subshining black; mesonotum brownish yellow microtomentose. Setulae and setae on thorax black. Pres dc short; no posts acr, a pair of strong acr just in front of suture, no posts acr; 1 strong humeral seta; anterior npl longer than posterior npl; 1 psa longer than sa; scutellum with 2 pairs of sc, lateral sc about as long as apical sc, no basal sc; mesopleuron with 1 long seta; sternopleuron with 1 strong seta on upper portion. Legs subshiny black with grey pollen; tarsi brown. Setulae and setae on leg black. Fore femur with row of pv nearly as long as width of fore femur. Wing brownish with four faint hyaline spots, costal slender, first costal section not thickened in male. Halter yellowish.

Abdomen grey. T1, T2 with brown pollen lateral margin, T3, T4 and T5 with brown pollen on anterior margin. Male T2, T3, T4 and T5 ratio: 1.0: 1.4: 1.4: 1.9.

Male genitalia ( Figs. 12–17 View FIGURES 11 – 19 ). Cercus rather long, thick at base and slender at tip; surstylus with a distinct inner incision at tip in posterior view, surstylus narrow apically in lateral view; aedeagus acute at base.

Female. Body length 2.8 mm, wing length 3.0 mm. Female genitalia ( Figs. 18–19 View FIGURES 11 – 19 ). Ventral receptacle short, thick, about 1.5 times as long as wide.

Type material. Holotype male, Henan: Songxian, Baiyunshan, 15. 0 7. 2004, leg. Hui Dong.

Distribution. China (Henan).

Etymology. The specific name refers to the type locality Henan.

Remarks. The new species is somewhat similar to Scatella major Becker from the Canary Islands and Madeira, but may be separated from the latter by the scutellum with two pairs of sc, only 1 strong sternopleural seta, and the surstylus narrow apically in the lateral view. In S. major , the scutellum has three pairs of sc, the sternopleuron has 2 setae, and the surstylus is wide apically in the lateral view ( Olafsson, 1991).
