Diagnosis. Both sexes with head slightly transverse in anterior view, with only one conspicuous tooth near each eye; clypeal margin slightly emarginate; each funicular segment with two rows of sensilla; clava brown; distal tooth of mandible sharp ( Fig. 21 View FIGURES 19 – 24 ). Mesosoma dorsally arched; fore coxa black, mid and hind coxae pale yellow, the latter with a small dark spot basally; fore wing hyaline ( Fig. 3 View FIGURES 1 – 6 ). Female and male metasoma dorsally pale at base, more extensively so in male ( Fig. 14 View FIGURES 13 – 18 ); male antenna with each F having two verticils of long setae in basal half, F1 not distinctly shorter than F2 ( Fig. 17 View FIGURES 13 – 18 ).
Description. Female holotype, body length: 2.25 mm. Colour ( Fig. 3 View FIGURES 1 – 6 ): head black, with faint dark blue reflections; eyes reddish, ocelli light brown; scape, pedicel and anelli yellow, F and clava light brown; mandible light brown, teeth darker. Mesosoma dark olive green; fore coxa black, mid and hind coxae pale yellow, the latter with a small dark spot basally; all femora, tibiae and tarsi light yellow; wings hyaline; tegula and venation light brown. Metasoma brown, dorsally pale at base and more extensively pale ventrally and laterally.
Head slightly transverse in anterior view, with only one conspicuous tooth near each eye; vertex not high, almost flat between posterior ocelli; gena moderately receding towards mouth, not hollowed at mouth corner, but slightly depressed ( Fig. 21 View FIGURES 19 – 24 ); temple short; occiput slightly emarginate ( Fig. 31 View FIGURES 31 – 34 ); clypeal margin slightly emarginate; mandible formula 4:4, distal tooth sharp; each funicular segment with two rows of dense sensilla ( Fig. 21 View FIGURES 19 – 24 ). Relative measurements—length: 28; width: 63; height: 51; POL: 11; OOL: 14; eye height: 30; eye length: 20; malar space: 13; mouth width: 26; distance between clypeal margin and toruli: 32; scape length: 26; pedicel length: 5; pedicel width: 3.5; pedicel plus flagellum: 70; F1 length: 7; F1 width: 5; F6 length: 8; F6 width: 5; clava length: 15; clava width: 5.
Mesosoma short, dorsally arched ( Fig. 3 View FIGURES 1 – 6 ); suture between mesoscutum and scutellum deep; propodeum finely reticulate, alveoli very small; fore wing with basal cell bare, open below; basal vein pilose; ventral side of costal cell with one row of hairs, in distal part with a patch of hairs; speculum reaching proximal end of M; stigma slightly elongated ( Fig. 3 View FIGURES 1 – 6 ). Relative measurements—length: 50; width: 44; height: 35; mesoscutum length: 19; scutellum length: 22; scutellum width: 22; fore wing length: 117; fore wing width: 55; M: 26; S: 12; P: 27.
Metasoma short ovate, longer than mesosoma ( Fig. 3 View FIGURES 1 – 6 ); ovipositor sheaths short, not visible in dorsal view; tip of ovipositor serrate. Relative measurements—length: 70; width: 41; length of first tergite: 15; distance from base of metasoma to tip of hypopygium: 40.
Male paratype, body length: 2 mm ( Figs 14, 17 View FIGURES 13 – 18 ). Similar to female, except antennae and metasoma.
Antenna longer and thinner, each F having two verticils of long setae in basal part, which is also darker than the distal part ( Figs 14, 17 View FIGURES 13 – 18 ). Head relative measurements—length: 22; width: 50; height: 39; POL: 10; OOL: 11; eye height: 24; eye length: 16; malar space: 10; mouth width: 21; distance between clypeal margin and toruli: 27; scape length: 20; pedicel length: 4.5; pedicel width: 3; pedicel plus flagellum: 67; F1 length: 8; F1 width: 2.5; F6 length: 7; F6 width: 2.5; clava length: 15; clava width: 3.

Metasoma only slightly longer than mesosoma, oval, dorsally pale on about 2/3 its length ( Fig. 14 View FIGURES 13 – 18 ). Relative measurements—length: 50; width: 31.
Variability. Not conspicuous in the available material.
Distribution. Vietnam.
Hosts. Unknown.
Etymology. From the Latin “ cornutus ” (with horns), which refers to the two conspicuous projections on the head.
Comments. Apsilocera cornuta belongs to a group of species having distinct teeth in the upper part of the head. This is the only Oriental species having only one tooth near each eye. It is very similar to the Papuan A. bidens , but the latter has a yellow clava and the mandible formula 3:4 (Bouček, 1988).
