Diagnosis. Aedeagal shaft straight or almost straight, not twisted. Style with apophysis short.

Etymology. Latin, diminutive for pipe, referring to the tubular nature of the aedeagal shaft, which is not twisted.

Dimensions. Male (n = 25). Lengths: apex of vertex to apex of tegmina 3.4–3.7 mm, apex of vertex to apex of abdomen 3.0– 3.6 mm; vertex medially 0.6 mm; vertex laterally next to eye 0.4 mm; pronotum medially 0.4 mm; scutellum medially 0.3–0.4 mm. Maximum widths: head 1.0– 1.1 mm; pronotum 0.9 mm; scutellum 0.5 mm. Ocellus: diameter 26–31 µm; ocellocular distance 44–62 µm.

Genital capsule. Male. Aedeagal shaft long, tubular, thin; shaft 3.0 times as long as dorsal arm; slightly S-curved in lateral view, almost straight in dorsal view; dorsal apodeme rounded in dorsal view; gonopore lateral ( Figs 75 View FIGURES 51–77 , 102 View FIGURES 78–104 ). Connective as in Fig. 128 View FIGURES 105–130 . Plate apex truncate, medial angle obtuse; medial margins separated by about 15°; setation uniseriate, variable (5–7) ( Fig. 154 View FIGURES 131–156 ). Pygofer lobe broadly rounded ( Figs 177 View FIGURES 157–179 , 203 View FIGURES 180–205 ). Style apophysis short, wide base, acute; near base of plate; apophysis 0.4 times as long as median arm ( Fig. 230 View FIGURES 206–232 ).

Dimensions. Female (n = 9). Lengths: apex of vertex to apex of tegmina 3.6–4.0 mm, apex of vertex to apex of abdomen 3.5–3.7 mm; vertex medially 0.6 mm; vertex laterally next to eye 0.4 mm; pronotum medially 0.4 mm; scutellum medially 0.4 mm. Maximum widths: head 1.1–1.2 mm; pronotum 0.9–1.0 mm; scutellum 0.5–0.6 mm. Ocellus: diameter 25–34 µm; ocellocular distance 47–59 µm.

Genital capsule. Female. Sternite VII with wide V-shaped notch, sometimes 2 or 4 pillars ( Fig. 256 View FIGURES 233–258 ). Third valvula with 3 longer setae. Second valvula smooth.

Remarks. The structure of the aedeagus of Elginus tortuosus and E. malotiensis are similar to that of E. tubulus , but E. tortuosus has the shaft twisted and E. malotiensis has a biramous dorsal apodeme. In both these species the style apophysis is long. Elginus oriens has a similar structured aedeagus, but the shaft is shorter relative to the dorsal apodeme. Elginus tubulus is found in the south western part of the Eastern Cape, E. tortuosus occurs in the Western Cape and E. oriens occurs in KwaZulu-Natal and north eastern parts of the Eastern Cape. The localities where E. tubulus was found occur in a number of Fynbos Biome vegetation units that also contain many grass species as defined by Mucina and Rutherford (2006).
