Diagnosis. Scutum yellow with longitudinal brown marks on the hind corner; scutum entirely covered with dense gray pruinescence; mesopleuron brown on dorsal half, pale yellow on ventral half.

Etymology. From the Latin “ flavus ” (yellow), in reference to the yellow-colored body of this species.

Description. Holotype male. Body: 3.8 mm Wing: 3.7 mm. Head: antenna brown, located above middle of head; scape somewhat longer than pedicel; postpedicel conical, shorter than scape and pedicel combined, 2.5 times longer than wide; stylus bare, apical. Ocellar triangle protuberant, two pairs of ocellar setae, anterior pair long, posterior short. Holoptic; frons longer than two-thirds length of face. Proboscis yellow; palpus brown bearing 1 long median and 1 shorter lateral bristle. Postcranium dark brown with gray pruinescence; postoculars elongated, scattered, upper setae longest. Thorax: entirely covered with dense gray pruinescence; scutum yellow with longitudinal brown marks on hind corner, mesopleuron brown on dorsal half and pale yellow on ventral half. Bristles thin, short and scattered; acr and dc uniserial. Differentiated bristles: 1 long npl; posterior dc slightly developed; 1 pal short; 1 long and strong apical sctl and 1 lateral bristles about two-thirds length of apical. Wing (Fig. 116): sub-hyaline; R1 meeting C at middle of wing; cell dm emitting 2 veins; cell cu p present. Legs: Coxae, trochanters, fore leg and base of mid and hind femora pale yellow, mid and hind tibiae dark yellow, mid and hind tarsi dark brown. Hind tibia strongly clavate near apex. Differentiated bristles: mid femur with 1A sub-apical; mid tibia with 1D near base, 1A at middle, 3V equally distributed along length of tibia and 2V apical; hind femur bearing 1A sub-apical and 2AV, trisecting femur; hind tibia setulose ventrally with 2AD (one near base and one at middle), 1D and 1V near middle, 2A and 1D apical. Abdomen: tergites 1–4 shiny yellow, 4–7 shiny brown, sternites pale yellow; gray pruinescence on segment 8. Bristles brown, thin, short and scattered. Terminalia: hypandrium rather short, about 1.4 times longer than wide, with slightly concave apex ( Fig. 46 View FIGURES 46 – 53 ); epandrium short, not deeply cleft dorsally, epandrial lamellae broadly fused basally ( Fig. 47 View FIGURES 46 – 53 ); left epandrial lamella shorter than right, with stout dorsoapical process ( Figs 47, 49 View FIGURES 46 – 53 ); right surstylus about as long as left, knob-like ( Fig. 50 View FIGURES 46 – 53 ); left surstylus simple, slightly concave on inner surface ( Fig. 49 View FIGURES 46 – 53 ); articulated distal portion of phallus simple, rather elongate, more than half basal portion length, basal process about half length of articulated distal portion of phallus ( Fig. 48 View FIGURES 46 – 53 ). Female. Similar to male. Ovipositor ( Figs 51–53 View FIGURES 46 – 53 ): eighth segment elongate; tergite 8 divided in two lateral sclerotized plates, membranous medially; sternite 8 very narrow, five times longer than wide.
