Labial palpus about 1.5 times length of diameter of compound eye, yellowish brown on outer surface, yellowish white on inner surface. Thorax and tegula brownish black. Forewing with costal margin nearly straight; apex protruded; termen bluntly rounded, somewhat oblique. Ground color pale yellowish white, mixed with brownish black and pale ochreous brown; costal margin with a narrow brownish black stripe from base to median fascia; median fascia extending obliquely from middle of costal margin to basal 2/5 of dorsum, grayish brown, brownish black on anterior 1/4; subapical fascia slightly broad, width about 1/4 length of wing, from distal 1/4 of costal margin to tornus, brownish black; cilia pale yellowish brown mixed with brownish black. Valva strongly sclerotized, subrectangular; costal margin slightly longer than ventral margin; dorsal corner nearly right-angled, ventral corner bluntly rounded; costal arm of valva about 2/3 length as costal margin, gradually narrowed from distal 1/3 to apex, distal 1/3 haired, with densely tiny spines on inner edge. Juxta nearly rectangular, anterior margin arched. Phallus about 2.5 times length of costal arm of valva, stout at base, distal 1/3 thorn-shaped; a stout process at basal 2/3 on ventral surface of phallus, column-shaped, with tiny spines at apex; cornuti consisting of four thorns about 1/4 length of phallus, three short thin spines, and one weakly sclerotized, short and stout process composed of cluster tiny spines.
Diagnosis. Cochylidia liui can be easily distinguished from its congeners by the forewing having a broad subapical fascia, the phallus having a stout column-shaped process with tiny spines at apex, and the valva nearly rectangular.
Distribution. China (Guizhou).
Etymology. This new species is named after the late Professor Youqiao Liu who was the first expert on the tortricid of China.
