Description. Female. Length of body (excluding ovipositor sheath) 9.2 mm, of setose part of ovipositor sheath 8.2 mm, of fore wing 7.9 mm.

Head. Antennal segments 35, length of third segment 1.2 times fourth segment; length of third, fourth and penultimate segments 3.4, 2.7 and 1.7 times their width, respectively; length of maxillary palp 1.8 times height of head; head 1.4 times as long as wide in frontal view; length of eye 1.4 times temple in dorsal view; length of malar space 0.8 times basal width of mandible and 0.3 times maximum width of eye; malar suture wide; POL:OD:OOL = 9:12:25; vertex sparsely punctate and shiny; temple smooth and shiny, but rugose near mandible; stemmaticum and area in front of anterior ocellus smooth; occipital carina complete and distinct; frons crest-shaped elevated, laterally rugose-punctate, medio-posteriorly smooth, rugose medio-anteriorly and medially with a strongly protruding lamella; face coarsely rugose; clypeus rugose-punctate, ventrally nearly smooth.

Mesosoma. Almost twice as long as high. Pronope small. Side of pronotum medially coarsely crenulate, remainder coarsely rugose-reticulate. Notauli narrow, crenulate. Scutellum punctate, lateral carinae absent, with several striae posteriorly. Prepectal carina complete. Precoxal sulcus densely punctate. Mesoscutum punctate. Scutellar sulcus with one carina and several lateral crenulae. Metanotum with a complete median carina. Propodeum weakly punctate basally, remainder rugose-punctate, with a transverse carina and a median longitudinal carina.

Wings. Fore wing: 3 times as long as wide; 1-M smoothly curved; pterostigma 3 times as long as wide; r:3- SR:SR1 = 10:14:72; 2-SR:3-SR:r-m = 19:14:14; 1-M:m-cu = 34:17; SR1 straight; cu-a inclivous and postfurcal; 1- CU1 short; r-m inclivous. Hind wing: 1-M:1r-m = 15:32; cu-a inclivous.

Legs. Length of fore tarsus 1.5 times fore tibia; length of femur, tibia and basitarsus of hind leg 3.8 (excluding tooth), 10.5 and 6.4 times their width, respectively; length of outer and inner hind tibia spur both 0.24 times basitarsus; hind femur robust, largely rugose and with a tooth ventrally.

Metasoma. First tergite widened posteriorly, its dorsal carinae complete, part between dorsal carinae irregularly punctate and tergite laterally reticulate-punctate; length of first tergite 1.2 times its apical width ( Fig. 14 View FIGURE 14 D); second tergite coarsely punctate laterally, about twice as wide as long; ovipositor sheath 2.1 times as long as metasoma, 1.9 times as long as hind tibia and as long as fore wing.

Colour. Black; mandible dark reddish brown basally; palpi and ovipositor sheath dark brown; trochanters, trochantelli, fore and middle femora and extreme base of hind femur reddish yellow; fore and middle tibiae yellow; antenna dark brown, but 3rd–11th antennal segments ventrally with large pale yellowish spot and 12th–16th antennal segments whitish yellow; hind tarsus (but telotarsus darkened) and extreme base of hind tibia whitish yellow; pterostigma brown; wing membrane faintly brown with veins brown to light brown.

Male. Unknown.

Material examined. Holotype, ♀, China, Zhejiang prov., Western Tianmu Mt., 24.VII.1937, Ruzuo Chu , No. 201105607 ( ZJUH).

Comparative diagnosis. This new species is similar to W. pterolophiae Chou et Hsu , but differs in having the hind coxa black (brown in W. pterolophiae ), the area behind the ventral tooth of the hind femur not concave (concave), vein cu-a of the fore wing not parallel with 3-CU1 (parallel), the dorsal carinae of the first tergite complete (absent in apical 0.2); ovipositor sheath as long as fore wing (0.9 times as long as fore wing) and antenna dark brown, but 3rd–11th antennal segments ventrally with large pale yellowish spot (antenna ventrally without yellowish spots). W. cornuta (Cameron) from Japan is similar to W. chui , but has a distinct concavity behind the ventral tooth of the hind femur (fig. 41 in van Achterberg, 1987), first tergite only with some rugosity laterally and no punctures, second tergite smooth and vein cu-a of fore wing distinctly inclivous.

Host. Unknown.

Etymology. Named in honour of Joo-Tso Chu, one of the pioneers who paid attention to the survey of natural enemies and promoted biological control in China.
