Description. Imago ( Fig. 4 View FIGURES 1–8 ) with wingspan 10.0 mm. Head with vertex shining silvery white, frons shining leaden, occiput dark ochreous brown. Labial palpus with basal and second segments yellow on inner surface, dark brown on outer surface; third segment dark brown, about same length as second. Antenna with scape white; flagellum with basal half white, distal half grayish brown on dorsal surface, dark brown on ventral surface. Thorax and tegula dark ochreous brown. Forewing ochreous brown except dark brown at apex; markings white edged with black scales: costal margin with a triangular spot at 2/3, extending down to midwing, with some black scales below it diffused to tornus; two straight streaks arising from dorsal margin: basal one extending from 1/4 to near base of fold, second one extending from 2/3 to middle of cell; cilia ochreous yellow, dark gray along distal part of costal and dorsal margins, mixed with dark brown at base along termen. Hindwing and cilia gray. Leg black, tarsus of midleg grayish white in basal 3/5 on ventral surface, tarsus of hindleg with white spots on dorsal surface.

Male genitalia ( Fig. 38 View FIGURES 35–40 ). Uncus with basal half nearly parallel laterally, slightly narrow at middle, distal half bifurcate, forming two elongate, slender processes, acute at apex. Gnathos membranous, lateral arms very thin. Tegumen branched from near posterior margin, triangularly narrowed anteriorly. Valva nearly elongate triangular, very broad at base, abruptly narrowed to middle, distal half gradually narrowed, with sparse setae; costa with a leaf-like process at base, concave at middle; apex narrowly rounded. Sacculus with a small notch at basal 1/3, distal 1/3 with dense short, cone-shaped spines. Saccus about 4/5 length of uncus, broad at base, narrowed to middle, distal half ovate. Juxta sclerotized, broad leaf-like, with a slender handle at base, with a longitudinal, middle ridge, distal 1/4 sharply narrowed to pointed apex, reaching basal 1/4 of uncus. Aedeagus almost straight, about 1.2 x length of valva, basal 1/3 broad, distal 2/3 narrow; cornutus absent.

Female unknown.

Diagnosis. This new species is similar to P. apicisetifera Du, Li & Wang, 2011 . It can be separated by the forewing without white scales before tornus; the uncus with distal half bifurcate, the membranous gnathos and distal 1/3 of the sacculus with dense short, cone-shaped spines in the male genitalia. In P. apicisetifera , the forewing has white scales before tornus; the uncus is slender and not bifurcate distally, the gnathos is sclerotized and the sacculus has dense setae distally and has no spines in the male genitalia.

Distribution. Malaysia (Sabah).

Etymology. This specific name is derived from the Latin conicus (= cone shaped) and the Latin spinalis (= having spines), referring to the cone shaped spines in the distal 1/3 of the sacculus in the male genitalia.
