Diagnosis. Hind tibia with 1 anterior bristles on proximal 1/2; mid tibia with 1 anterior bristles on proximal 1/ 2; frons strongly narrowed posteriorly, width at the level of upper fronto-orbital britles 0.64 of that at supraantennal; first costal sector slightly shorter than second, costal sector ratio 0.94; wing distingctly tinged with brown; right surstylus elongate with posterior margin emarginate in lateral view.

Description. Male. Frons relatively narrowed, frontal index 0.27, distinctly narrowed posteriorly, width at the level of upper fronto-orbital bristles 0.64 of that at supra-antennals. Upper interfrontal bristles weak, 0.6×as long as upper fronto-orbital, distinctly ventral to the latter; supra-antennal bristles 0.74 of upper interfrontals in length; frontal setulae subequal in length to supra-antennals, 0.82×as long as supra-antennals, roughly arranged in two rows. Palp with 4–5 bristles.

Leg black; whole tibia and tarsus brownish yellow, tarsus slightly darkened. Fore tibia 0.98×as long as 1st to 4th tarsomeres together; fore tarsus moderately dilated, narrower than tip of fore tibia, all tarsomeres longer than wide, relative lengths of fore tarsomeres approximately 26: 15: 13: 12: 11. Mid tibia with 1anterior bristle and a dorsal row of 6 bristles. Hind tibia with 1 anterior bristle; ventroproximal prominence of hind fermur weak.

Wing hyaline; markedly tinged with brown; costa velvety black, other veins brown to grayish brown. Costa index 0.5; 1st costal sector slightly shorter than 2nd, costal sector index 0.94; 2nd costal sector thickened, 1.4×as wide as 1st; vein M2 weakly bisinuate; vein CuA1 bisinuate, somewhat distinctly curved on distal 1/3; vein A1 complete; costal cilia 3.0×as long as width of 2nd costal sector, about 0.12 mm long, axillary margin with 6 hairs. Wing length 2.36–2.50mm, width 1.12–1.18mm.

Male terminalia shining blackish brown. Lateral lobe of epandrium roughtly rectangular, angulate at ventral corner. Right surstylus elongate with posterior margin emarginate in lateral view, bearing sparse bristly hairs on distal submarginal portion. Left surstylus dorsoproximally separated from epandrium by a deep membraneous incision, rounded on posteroventral margin, with distal margin pointed, greatly produced inwardly on dorso-inner margin to form two excavated processes as a Y-shaped ridge in lateral view, upper process elaboration orientated inwardly, which is sharply pointed on its posterodorsal corner, lower process somewhat drawn out posteriorly, bearing sparse short hairs on distal marginal portion. Right hypandrial lobe shallowly excavated on the left of posterior ventromesal surface. Right process of right hypandrial lobe widened distally, twisted to left, with posterior margin nearly straight. Left process of right hypandrial lobe stout, with distal margin weakly rounded.

Body length: 3.2–3.3mm.

Female. Unknown.

Type material. Holotype 3, Ningxia: Dongshanpo (2200m), Liu P’an Mountains National Nature Reserve, 2008-VI-28, Lixin Su. Paratype 1 3, Ningxia: Heshangpu (2100m), 2008-VI-23. Lixin Su.

Distribution. China (Ningxia).

Remarks. This species is similar to P. zherikhini Mostovski , but the details of the male terminalia are distinctly different that is expressed in lateral lobe of epandrium without a hook-like elaboration, frons slightly narrowed posteriorly, Left surstylus with a Y-shaped ridge in lateral view, and the right surstylus with posterior margin distinctly emarginate in lateral view.

Etymolog y. The specific name refers to the characteristic right surstylus with posterior margin markedly emarginated.
