Diagnosis. Female. Head wider than long, vertex crest straight. Frons and vertex with dense punctures. Median clypeal carina distinctly exceeding anterior imaginary line of eyes. Dorsal pronotal area weakly papillate. Lateral margin of dorsal pronotal area not carinate. Mesopleuron significantly elevated in dorsal view. Metapostnotal median carina complete, lateral carina present but incomplete, extending to three-fifths of metapectal-propodeal disc. First median cell of forewing closed.

Description. Holotype ( Fig. 3a View FIGURE 3 ). Female. Body length: 4.59 mm. Forewing length: 3.26 mm.

Color. Head black; mandible yellow, teeth with margin castaneous; antenna yellow. Mesosoma black; legs yellow, coxae and femora castaneous; tegula castaneous. Metasoma dark castaneous with posterior margin of each segment lighter. Forewing hyaline tinged with yellowish; veins and prestigma yellowish; pterostigma light castaneous.

Pubescence. Body with sparse white setae. Antenna with dense appressed white setae. Forewing with dense short yellowish setae.

Head ( Figs 3b, 3c, 3d View FIGURE 3 ). Head wider than long, LH 0.96 × WH. Mandible with four teeth; upper most tooth with apex truncate; lower three teeth with apex sharp. Median clypeal lobe almost straight-angled; median clypeal carina straight, distinctly exceeding anterior imaginary line of eyes. Antennomeres II–VI in ratio of 125:126:107:116: 102 in length and 1.89, 2.07, 1.43, 1.59, 1.38 × wide respectively; antennal scrobal carina present. Frons coriaceous with dense punctures separate at most 1.50 × its diameter. WF 1.39 × LE. LE 1.88 × DEV. Distance of anterior ocellus to supra-ocular line 2.51 × DAO; POL 1.12 × AOL; OOL 1.67 × WOT; DPV 0.39 × DAO. Vertex coriaceous with dense punctures separate at most 1.50 × its diameter; vertex crest straight. Sides of head behind eyes nearly parallel. Occipital carina absent. Malar line between mandible and eye present. Gena shiny with shallow sparse punctures near eye; ventral area of gena coriaceous with dense punctures separate at most its diameter.

Mesosoma ( Figs 3e, 3f, 3g, 3h View FIGURE 3 ). Dorsal pronotal area coriaceous, weakly papillate, about one third of width; lateral margin not carinate, posterior margin straight; cervical pronotal flange narrow, visible in dorsal view; lateral pronotal area coriaceous. Mesoscutum coriaceous with punctures separate more than 2.0 × its diameter, basal one third weakly coriaceous; parapsidal furrow extending to two-thirds of mesoscutum. Mesoscutellum weakly coriaceous with sparse punctures; mesoscutellar pit oval, mesoscutellar groove with distinct median carina. Metapectalpropodeal disc wider than long; metapostnotum with oblique rugulae, elevated slightly, metapostnotal median carina complete, metapostnotal lateral carina weak and incomplete, extending to three-fifths of metapectal-propodeal disc, converging posteriorly; lateral marginal carina of metapectal-propodeal complex complete, transverse posterior carina of metapectal-propodeal complex arched, incurved medially; dorsal area of propodeum imbricate with short irregular rugulae posteriorly, depressing laterally; propodeal declivity coriaceous; anterior metapleural area shiny, metapleural line with two pits; lateral surface of propodeum coriaceous, upper one third with short irregular rugulae. Propleuron coriaceous. Lateral surface of mesopectus elevated, coarsely coriaceous with dense punctures, mesopleural dentate process absent, upper mesopleural fovea large, mesopleural pit deep; posterolateral area shiny; ventral surface of mesopectus coriaceous; mesodiscrimen deep.

Forewing ( Fig. 3i View FIGURE 3 ). First median cell closed; Rs 2 v 1.41 × M 2 v; 2r-rs&Rs 2 v not arched apically.

Metasoma. Abdominal terga shiny with sparse tiny punctures; longitudinal sulcus of second abdominal tergum present extending to about one third of second abdominal tergum. Abdominal sterna shiny; second abdominal sternum with short irregular rugulae, median longitudinal carina present.

MALE unknown.

Variation. Body length: 4.07–4.43 mm; forewing length: 3.02–3.45 mm. Head 0.95–0.98 × wide. Coxae and femora of legs castaneous to dark castaneous. Rs2v 1.0–1.77 × M2v.

Distribution. China (Hainan, Yunnan).

Etymology. The specific name “ eminens ” (prominent) refers to the mesopleuron significantly elevated in dorsal view.

Comments. O. eminens sp. nov. can be distinguished from other species by having lateral surface of mesopectus significantly elevated in dorsal view ( Fig. 3h View FIGURE 3 ); first median cell of forewing triangular ( Fig. 3i View FIGURE 3 ); vertex crest straight, sides of head behind eyes almost parallel in full face view, frons and vertex with dense punctures ( Fig. 3b View FIGURE 3 ).
