Diagnosis. Basal part of flagellum suboval, apical style flattened, with distinct apical seta, tomentose frontal spots well developed. Thorax mainly shining black, legs usually yellow, at most hind tibia (except for basal third), fore tarsi and 2–3 apical tarsomeres on mid and hind legs darkend. Abdomen black.
Description. Male ( Figs 38 View FIGURES 33 – 46 , 51–54 View FIGURES 47 – 54 ). Length: body 5.6–5.9 mm, wing 5.0– 5.3 mm. Head spherical in lateral view, with markedly prominent ocellar triangle, about 1.5 times broader than long in dorsal view. Upper frons narrow and short, lower frons with extensive tomentose whitish spot leaving only narrow lateral parts and upper tip bare, narrowly fusing with lateral tomentose facial stripes ( Fig. 38 View FIGURES 33 – 46 ). Antenna with flattened last flagellomere. Scape more slender than pedicel, basal part of flagellum suboval and yellow, last three flagellomeres black. Last flagellomere 1.7 times as long as rest of antenna, as broad as scape at middle and short black pilose, with distinct apical seta (= 1/7 of last flagellomere length). Labellum and palpus brown in distal half.
Thorax shining black, only dorsum of postpronotal callus, upper margin of anepisternum, anepimeron and postalar callus reddish yellow. Scutellum including spines yellow but its disc often darkened. Outer scutellar spines only slightly shorter than medial ones. Wing of bimaculate type, subapical spot striking, halter yellow. Legs pale yellow, fore tarsi and 2 apical tarsomeres of mid and hind legs darkened.
Abdomen black, elongate, about 1.5 times as long as broad. Male terminalia yellowish ( Figs 51–54 View FIGURES 47 – 54 ). Dorsal part similar to that of R. stigmatica but epandrium even narrower ( Fig. 51 View FIGURES 47 – 54 ). Genital capsule with relatively narrow proximal prominence, very low posterior medial process and small and rounded inner lobe on gonocoxite distally ( Fig. 52 View FIGURES 47 – 54 ). Gonostylus without distinct inner spine and unusually narrow in posterolateral view ( Fig. 53 View FIGURES 47 – 54 ). Aedeagal complex short, somewhat bulbous distally, with rodlike aedeagal apodeme ( Fig. 54 View FIGURES 47 – 54 ).
Female ( Figs 74–76 View FIGURES 71 – 78 ). Length: body 4.8–5.7 mm, wing 4.2–5.5 mm. Head dichoptic, frons broad, at narrowest part 1.7–2.0 times as broad as ocellar triangle, with transverse white tomentose patch just above antennae ( Fig. 76 View FIGURES 71 – 78 ). Antenna as in male but shorter and apical seta on the last flagellomere longer, occupying about 1/6 of its length. Last flagellomere 1.4–1.5 times as long as rest of antenna. Scutellum usually with more intensively brownish disc, outer scutellar spines small, reaching only 1/3–1/2 length of medial spines. Mid and hind tibia usually more brownish, mid and hind basitarsus almost white. Abdomen entirely black, oval, 1.5 times longer than broad at middle. Female terminalia yellow.
Variation. The white tomentose patch above the antennae is sometimes divided into two subquadrate spots, the swollen basal part of the flagellum is slightly larger and more oval in the female. The female scutellum may be predominantly black with its margin narrowly or broadly yellow but in some females the darkening is reduced to a small dark medial spot at the base. The yellowish patch on the pleura is usually confined to the anepimeron but sometimes it is extended to the posterior margin of the anepisternum. On the contrary, the pleural patch is partly reduced and only brownish in the holotype. The short pubescence on the tibiae is mostly yellow but sometimes partly black on the hind tibia of the male and on the mid and hind tibiae of the female.

Distribution. Described from Indonesia (Sumatra) and here recorded from Malaysia (Pahang, Sabah), Philippines, Thailand and Vietnam ( Fig. 80 View FIGURE 80 ).
