Diagnosis. Antenna yellow except scape and pedicel black, 1st flagellomere brownish yellow on apical 1/2. Wing with a hyaline stripe at extreme tip; two hyaline spots between R2+3 and R4+5; a large hyaline spot basal to r-m and a T–shaped hyaline spot below r-m in discal cell; a hyaline round anterior spot on dm-cu, separated from apical hyaline spot on ultimate section of CuA1; a hyaline subapical stripe in m1 cell and an undulating hyaline stripe along hind margin of cua1 cell.

Description. MALE. Body length 4.1 mm, wing length 4.0 mm.

Head ( Figs. 7–8 View FIGURES 1 – 8 ) brownish yellow. Frons yellow, wider than long and parallel–sided, with two velvety black stripes extending to ocellar triangle, basally confluentwith a W–shaped black transverse band. Ocellar triangle black; oc absent; anterior or inclinate, shorter than posterior one. Face shining, blackish brown on dorsal 1/2 and yellow with a pair of brown trapeziform spots on ventral 1/4. Parafacia black on dorsal 1/2, and yellow on ventral 1/2 with silvery white pollen. Gena pale brown with silvery white pollen along eye margin, about 1/3 height of eye. Antenna yellow except scape and pedicel black, 1st flagellomere brownish yellow on apical 1/2, nearly 1.7 times longer than high; arista long plumose, black, with longest hairs longer than width of 1st flagellomere. A silver white spot present between antenna and eye. Proboscis brown with yellow and blackish hairs; palpus black, with black hairs.

Thorax brown with grayish white pollen. Mesoscutum with a thin grayish white stripe between two wide brown median stripes and two brown lateral stripes behind suture, and a thin grayish white stripe along dc rows; 0+3 dc, with a brownish spot on base of each dc; acr in 10 rows; prsc shorter than 1st post–sutural dc. Mesopleuron brown, with a wide grayish white median stripe; 1 anepst, 2 kepst. Scutellum brown with yellowish brown pollen. Legs blackish brown, except all tarsi pale yellow and hind tibia pale brown; all tibiae with a pale yellow subapical ring. Fore femur with 5 pv and 8 pd, ctenidium with 13 short bristles; fore tibia with 1 preapical ad and 1 short apv. Mid femur with 5 a; mid tibia with 1 preapical ad and 3 strong apv. Hind femur with 1 weak preapical ad and a row of av (only 5 apical bristes distinct); hind tibia with 1 weak preapical ad and 1 short apv. Wing ( Fig. 12 View FIGURES 9 – 12 ) brown, a hyaline stripe at extreme tip; two hyaline spots between R2+3 and R4+5; a large hyaline spot basal to r-m and a T–shaped hyaline spot below r-m in discal cell; a hyaline round anterior spot on dm-cu, separated from apical hyaline spot on ultimate section of CuA1; a hyaline subapical stripe in m1 cell and an undulating hyaline stripe along hind margin of cua1 cell; subcostal cell with a hyaline spot; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1) sections in proportion of 2.0 mm: 0.6 mm: 0.4 mm; r-m nearly at middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1.2 mm: 1.8 mm; ultimate section of CuA1 about 1/9 of penultimate. Halter yellow.

Abdomen black with sparse grayish white pollen. Male genitalia ( Figs. 28–32 View FIGURES 28 – 32 ): protandrium circular with a median incision; epandrium broad with dense hairs on dorsoapical corner; surstylus with a slender subuliform subapical process and a special forcipiform inner process in lateral view; hypandrium nearly H–shaped, gonopod very narrow and hook–shaped; aedeagus with a pair of triangular basal processes, a pair of acuate dorsal and lateral processes, and a hooked apical process in lateral view.

FEMALE. Unknown.

Type material. Holotype male, Yunnan: Mengyang, Yexianggu (760 m), 17. IV. 2007, Wenliang Li.

Distribution. China (Yunnan).

Remarks. The new species is somewhat similar to Phobeticomyia bicolor Sasakawa & Pong from Malaysia (Sabah) in the wing pattern with two hyaline spots between R2+3 and R4+5, a hyaline subapical stripe in m1 cell, a hyaline spot on dm-cu and ultimate section of CuA1. But it can be separated from the latter by the following characters: the epandrium round apically without process; the surstylus with a slender subuliform subapical process and a forcipiform inner process; the aedeagus consisting of a pair of slender sclerites, a pair of triangular basal processes, a pair of acuate dorsal and lateral processes, and a hooked apical process; the aedeagal apodeme longer than 1/2 of the aedeagus. In bicolor , the epandrium has a small blunt apical process; the surstylus has a long curved inner process; the aedeagus is consisting of a pair of slender coniform sclerites without process; the aedeagal apodeme is shorter than 1/2 of the aedeagus ( Sasakawa & Pong, 1990).

Etymology. Latin, ‘ uncinata ’ = hook-shaped, referring to the aedeagus with a hooked apical process; a feminine adjective.
