Material examined. Holotype: female, Foping, Shaanxi Province (108°00΄E, 33°55΄N, alt. 1000–1450m), 17. 0 5. 2005, Zhu Xun leg.; Paratypes, 1 female, Foping, Shaanxi Province (108°00΄E, 33°55΄N, alt. 1000– 1450m), 17. 0 5. 2005, Zhu Xun leg.; 1 male, Yueba, Foping, Shaanxi Province (108°00΄E, 33°55΄N, alt. 1085m), 29. 0 4. 2006, Zhu Xun leg.

Distribution. China (Shaanxi).

Etymology. The specific epithet, an adjective, refers to the type locality, Foping.

Diagnosis. Body length 11.5 mm. Black, yellow-white are: distinct spots on dorsal parts of thorax, an anterior spot on ventral side of mesepisternum, two discrete bands on each dorsal part of tergites 1–7, post medial transverse band on posterior margin of tergite 8, most of central part of tergite 9, spots on lateral sides of tergites 1–7; antenna black, apex of flagellomere 4 and the last 3 flagellomeres white; legs black, white are: all trochanters, anterior of four front legs from base of coxa to apex of tibia, a narrow ring near apex of mesotibia, pro- and mesotarsi except posterior margin of each tarsomere and stripes on posterior sides, apex of metacoxa and a large anterior spot on outer side, basal 1/2 of metafemur and a minute dorsal spot on apex, a large dorsal spot just before apex of metatibia, dorsal side on apical 1/2 of hind tarsomere 1, tarsomeres 2–4 except posteroventral side of each tarsomere, basal 5/7 of tarsomere 5. Anal cell of the hind wings is not petiolate. Punctures on frontal area minute, dense, on inner orbit smaller and more scattered than on frontal area; punctures on upper corner of mesepisternum rather large, distinct; on lower part minute and dense, interspaces shining with oily luster.

Description. Female: Body length 11.5 mm. Black, yellow white are: labrum, clypeus except a middle stripe on base, face below antennal sockets, lower 2/3 of inner orbits, inner side of hind orbits, postocellar area except anterior part, antenna from apex of flagellomere 4 to last one, lateral margin and apex of pronotum, basal 2/3 of tegulae, an arrow-headed spot on apex of mesonotal middle lobe, mesoscutellum, an anterior spot on ventral side of mesepisternum, a minute spot on lateral side of mesepimeron, two discrete bands on each dorsal part of tergites 1–7, spots on lateral sides of tergites 1–7 ( Figs 6a, 6b View FIGURES 6 a – c ), post medial transverse band on posterior margin of tergite 8, most of central part of tergite 9, spots on lateral sides of tergites 1–7; legs black, white are: all trochanters, anterior of four front legs from base of coxae to apex of tibiae, a narrow ring near apex of mesotibia, pro- and mesotarsi except posterior margin of each tarsomere and stripes on posterior sides, apex of metacoxa and a large anterior spot on outer side, basal 1/2 of metafemur and a minute dorsal spot on apex, a large dorsal spot just before apex of metatibia, dorsal side on apical 1/2 of hind tarsomere 1, tarsomeres 2–4 except posteroventral side of each tarsomere, basal 5/7 of tarsomere 5. Wings pale infuscate, hyaline; stigma and veins black-brown ( Figs 6a, 6b View FIGURES 6 a – c ).

Labrum large, anterior margin truncated with a median notch; clypeus roundly incised to 1/3 of its medial length, lateral lobes acute; malar space narrower than diameter of median ocellus; inner margins of eyes distinctly convergent downwards; frontal area below level of eyes in lateral view, supra-antennal tubercles and frontal ridges insignificant; median fovea pit-like, deep, antennal furrow ditch-like; interocellar and postocellar furrows deep; postocellar area flat, relative width: length = 1.2, lateral postocellar furrows shallow and straight; head slightly narrowed behind eyes. Antenna much shorter than combined length of thorax and abdomen, flagellomere 1 distinctly longer than flagellomere 2 = 1.3; mesoscutellum subprismatically elevated, lateral carina distinct, appendage with acute middle carina. Hind tarsomere 1 longer than combined length of following 4 tarsomeres, claw with inner tooth much longer than outer tooth. Front wing with middle petiole of anal cell much longer than half length of basal anal cell, shorter than vein R+M; anal cell of hind wing sessile.

Punctures on labrum and clypeus minute, indistinct; punctures on frontal area minute, dense, on inner orbit smaller and more scattered than on frontal area, surface between punctures microsculptured, shining; mesonotum densely punctured, shining; punctures on upper corner of mesepisternum rather large, distinct; punctures on lower part minute and dense, interspaces shining with oily luster; meseanepimeron with distinct punctures and sculpture, mesokatepimeron polished without punctures and sculpture, strongly shining; punctures on metepisternum extremely minute, sub-shining; metepimeron with minute and indistinct punctures, strongly shining; center of mesoscutellum polished without punctures, lateral side with distinct punctures, slightly shining; sculpture on appendage indistinct, strongly shining; punctures on middle part of tergites indistinct, on lateral sides minute, shallow, interspaces with microsculpture and oily luster; outer side of hind coxa with dense and moderate punctures.

Relative length of ovipositor sheath shorter than hind tarsomere 1 = 0.8 in lateral view, valvula 3 slightly acute at apex and as long as valvifer 2. Lancet with 25 annuli, middle serrulae with 2 anterior and 7–11 posterior subbasal teeth, 9th to 10th serrulae as in Fig. 6c View FIGURES 6 a – c .

Male: Body length 9.5 mm. Color and structure similar to female except: pro- and mesocoxae yellow white without black spot, pro- and mesofemora yellow white except black posterior stripes on basal 1/2, inner and outer sides of hind coxa each with large white spot, posteroventral side of hind tarsomeres 2–4 without black spot, lateral lobes of clypeus blunt, malar space as wide as diameter of median ocellus, median fovea ditch-like, deep, flagellum strongly compressed ( Figs 6d, 6e View FIGURES 6 a – c View FIGURES 6 d – h ).
