Etymology. The species name refers to the shortened (Latin brevis = short) wings (Latin penna = wing) and should to be treated as an invariant noun.
Diagnosis. In colouration very similar to H. cerverae , distinguished by the much shorter wings and the pronotum having rounded lateral borders and short bristles on the surface.
Material studied. Holotype: 1♂, Israel, Pardes Hana , in dune sand, 19.VI.1986, col. G.Perry (prep.: Bo 1361) .— Paratypes: 1♂, Israel, Tel-Aviv , VIII.1984, D. Simon ; 1♂, Israel, Tel-Aviv , 22.VII.1978, D.Simon. (M. Tel-Aviv) .—Other material:? 1♀, Israel, Mikhmoret, 16.II.76 ;? 1♀, Pardes Hana , 19.VI.1986, col. G.Perry. (M. Tel-Aviv) .
Description of male. Size. Length of pronotum: 3.4–4.2 mm; length of tegmina 12.5–14 mm (highest values are from holotype).
Colouration. Body straw-coloured, only head with occiput and face darker, brownish. Pronotum. Disk ochreous, fairly semicircular with straight side anteriorly; anterior margin of the pronotum on both sides along the lateral thirds with a large oval or elongate whitish patch touching the disk at the latero-anterior corners, patches of both sides connected by a narrow whitish stripe running along the anterior border of the disk; remaining parts of the pronotum transparent. Tegmina largely transparent, anal field ochreous tinged, costal field whitish ochreous ( Fig. 20F View FIGURE 20 ).
Head. Distance between ocelli distinctly larger than between eyes on occiput.
Pronotum. Anterior border weakly rounded, mesally with a very weak sinusoidal projection, posterior and lateral borders rounded, sulci very weak, surface with short bristles.
Wings. Relatively short but still surpassing the abdominal end. Tegmina short and broad, apex broadly rounded, without subcosta lobe ( Fig. 20F View FIGURE 20 ).
Other characters. Tibia armament: [1.8.0][6.8.1][9.7.4], dorsal spines of hindtibia in two groups 6+3, hindtibia slightly curved.—Subgenital plate: Fig. 6A View FIGURE 6 .—Right phallomere: Fig. 6B View FIGURE 6 .
