Description. Holotype: Ƥ. Length, 13.5 mm ( Figs 4 View FIGURE 4 a, 6a). Body metallic bluish green; labrum blackish brown; 6th to 8th antennomeres and venter of apex of 5th antennomere yellowish white; fore leg with strip on apical 3/4 of femur anteriorly, strip on tibia anteriorly, tarsus entirely pale brown. Forewing distinctly infuscated, extreme base light, cell C, stigma and veins blackish brown; hind wing sub-infuscated hyaline. Hairs on dorsum of head dark brown, hairs on thorax pale.

Punctures on head dense and coarse, punctures on outer side of temple sparse and shallow, interspaces large and shiny ( Fig. 21 View FIGURE 21 d); mesoscutum densely punctured, punctures on posterior of prescutum and middle of scutum fine and sparse; punctures on middle of anterior slope of mesoscutellum sparse, interspaces shiny, lateral sides and posterior slope of mesoscutellum, and metascutellum densely and coarsely punctured, interspaces microsculptured; posttergite impunctate, shiny; punctures on upper half of mesepisternum dense and coarse, venter punctured sparsely and shallowly, mesepimeron densely microsculptured, upper margin densely punctured; 1st abdominal tergite shiny except lateral sides microsculptured and punctured, other tergites with transverse microsculpture.

Hairs on dorsum of head curved, 1.8 × transverse diameter of median ocellus; hairs on dorsum of thorax shorter than transverse diameter of median ocellus; hairs on posterior slope of mesoscutellum 2 × transverse diameter of median ocellus. Anterior margin of clypeus truncate; malar space 0.9 × transverse diameter of median ocellus; lower interocular distance 1.2 × eye height; anterior margin of supraantennal tubercle elevated, posterior confluent with frontal ridge; middle fovea broad furrow like, lateral fovea deep; interocellar furrow broad and deep, postocellar furrow broad and shallow; postocellar area weakly elevated ( Fig. 21 View FIGURE 21 e), as high as top of ocelli, about 1.4 × as broad as long, middle longitudinal carina obtuse; lateral furrows slightly curved outwards, divergent posteriorly; head behind eyes 0.7 × eyes in length in dorsal view, convex at base and narrowing posteriorly. Antenna subequal to abdomen. Mesoscutellum strongly and acutely elevated ( Fig. 21 View FIGURE 21 f), anterior slope longer than posterior slope; mesepisternum without ventral spur. Apex of hind tibia distinctly enlarged; metabasitarsus 3.8 × as long as broad, 0.8 × length of remaining 4 tarsomeres combined; hind inner tibial spur 0.5 × length of metabasitarsus. Hind wing with petiole of anal cell 0.3 × cu-a in length. Ovipositor sheath 1.1 × as long as middle tibia, apical sheath as long as basal sheath; lancet as in Fig. 10 View FIGURE 10 b; apical and 5th to 8th serrulae as in Fig. 11 View FIGURE 11 g.

Male: Length, 11–12 mm ( Figs 4 View FIGURE 4 b, 6b). Similar to female in structure and in color, except dorsum of 7th to 8th antennomeres dirty white; lower interocular distance 0.7 × eye height; malar space linear; head behind eyes 0.5 × eyes in length in dorsal view ( Fig. 21 View FIGURE 21 g); postocellar area in lateral view as Fig. 21 View FIGURE 21 h; mesoscutellum in lateral view as Fig. 21 View FIGURE 21 i; punctures on anterior slope of mesoscutellum dense; hairs on head and thorax obviously curved, 2 × transverse diameter of median ocellus; subgenital plate 1.2 × as long as broad, apex round; genitalia as Figs 14 View FIGURE 14 h, 15h.

Variation. The females vary in length from 12 to 13.5mm and the males from 10.0 to 12.0mm. Distinct variation within this species has been observed. There is a wide variation in punctuation on dorsum of head, especially in male. There is little variation in punctuation on the anterior slope of mesoscutellum in male. The shape of mesoscutellum in lateral view varies from roundly to pyramidally elevated. In some males, the pale marks on dorsum of the 7th to 8th antennomeres are entirely missing. In one male stigma is pale brown.

Etymology. “ sinica ” means Chinese.

Remarks. The new species is similar to S. longipennis . See above key for differences between the two new species. S. sinica is also similar to S. bomeica , see remarks there.
