Diagnosis: these characters apply only to the male sex. 19–23 fr; arista dark brown with base yellowish; fore femur with 4 rows of long p with slightly curved apex; mid femur with 1 complete row of a, ending in 4 long and curved setae near de apical dorsal edge; hind femur on anteroventral and posteroventral surface with weak protuberance, with 7 long av on the protuberance; bacilliform process hook-shaped.

Male Measurements: 5.48–5.73 mm (body length); 5.54–5.67 mm (wing length).

Head ( Figs. 4 View FIGURES 1–6 , 10 View FIGURES 7–12 ): Eye bare and holoptic, antero-internal facets slightly larger than remaining. Frontal vitta black with grayish pollinosity. Interocular space about 0.11 mm. Fr 19–23, long. Fronto-orbital plate and parafacial black with greyish pollinosity, bare. Ocellar triangle black; oc proclinate and developed. Poc proclinate, shorter than oc. Gena black, with some black setulae. Lunule black. Antenna inserted below middle height of eyes. Scape dark brown, black pollinosity, 2 setae reaching the pedicel. Pedicel dark brown, grayish pollinosity; dorsal seta developed, with 3–6 short setae. Postpedicel dark brown, greyish pollinosity, 2.5x the length of pedicel.Arista dark brown with base yellowish, pubescent. Palpus dark brown and slightly filiform.

Thorax: General color dark brown to black. Acr 2:3, the presuturals long. Dc 2+3. Pprn 2, long and strong. Npl 2. Pra 2. Spal 1. Ial 1. Pal 2.

Wings: Brownish, with upper third between C and half of R 2+3 veins darker. Calypters yellowish with margins slightly darker and pubescent. Halteres brown at base, whitish at stem and dark brown at knob.

Legs: General color dark brown. Pulvillus yellowish. Fore femur with 4 rows of long, thin and curved p; 1 row of pv being longer and stronger at apical half; dorsal and anterior surface covered with short setulae. Fore tibia slightly constricted at the base; 1 long d on apical third and 1 strong preapical d; 1 apical pv and v. Mid femur thin and elongated, slightly constricted at the apex; 1 row of long av, being stronger and smaller at apex, forming like a ctenidium, and 1 row of a, ending in 4 long and curved setae near the apical dorsal edge; 1 row of long and strong pv, some of them with curved apex; 1 row of p, being stronger and longer at the apical half. Mid tibia constricted at base; 2 apical a, 1 long and 1 shorter; 1 long and strong preapical ad; ventral surface covered with short and inconspicuous setulae being longer on apical third; 1 apical v; 1 long and strong sub-median p, 1 preapical p. Hind coxa with 2–3 setae on posterior margin. Hind femur ( Figs. 19 View FIGURES 17–28 , 31 View FIGURES 29–36 ) on anteroventral and posteroventral surface with weak preapical protuberance; 2 rows of a, 1 row that increase in length apically going towards the anterodorsal edge, 1 row of short setae that go from the middle to preapical anterior surface; 7 long av on the protuberance, 1 seta between the protuberance and the apex; posterior surface covered with long and weak curved setae; 1 strong preapical d. Hind tibia constricted at base; 1 row of short ad and 1 strong and long d on basal third, 1 apical d; 1 long and strong apical av; 1 short median v; 1 long and strong median d, 1 preapical d.

Abdomen: Elongate, tergites 1–4 brown with median vitta between dark brown and black, expanded laterally on apical margin of each tergite; tergite 5 between dark brown and black. Syntergite 1+2 with long and weak setae on lateral margin. Tergite 3 with 4 pairs of long and strong setae on apical margin. Tergite 4 with 3 pairs long and stronger setae on apical margin. Sternite 1 setulose. Sternite 5 wider than long, V-shaped, covered with setae on posterior margin with strong setae at apex ( Fig. 40 View FIGURES 37–42 ).

Terminalia ( Figs. 51 View FIGURES 49–54 , 64 View FIGURES 62–66 , 69 View FIGURES 67–71 ): Epandrium wider than long, with long setae up to basal half and a few setae on lateral; cercal plate longer than wide, V-shaped, widely fused, with slightly truncated prolongation apically, with long setae along the plate; surstylus with visible articulation with epandrium, long and slender, longer than epandrium, slightly incurved medially and with 2–3 distinctive setae on inner surface in frontal view, shaped as a comma in lateral view; bacilliform process present, hook-shaped; hypandrium and associated structures as in Fig. 69 View FIGURES 67–71 .

Female: Unknown

Biology: According to label data, Fannia isa sp. nov. is associated with decomposed organic matter in secondary forests, tropical rainforest and synanthropics environments between 1417–1943 m.

Comments: The male of Fannia isa sp. nov. is similar to Fannia pseudoconstricta sp. nov. by the number of fr and the shape of the bacilliform process, but Fannia isa sp. nov. can be distinguished by the number of av on the protuberance of the hind femur (7 setae), the length of the surstylus (longer than epandrium), and by the presence of long setae along the cercal plate. The following combination of characters: bacilliform process hook-shaped, dark wings and hind coxa ciliated on posterior surface point to the placement of Fannia isa sp. nov. in the obscurinervis group ( Albuquerque et al. 1981). However, Fannia . isa sp. nov. lacks setulose eyes.

Etymology. The species epithet, isa , is given in honor of Isabel Cadavid, one of the collectors of the type material. Noun in apposition.
