Diagnosis: these characters apply only to the male sex. Arista brown with base yellowish; calypters yellowish with dark margins; fore femur with 2 rows of long p; hind femur with 2 long and strong av on the protuberance, 2 rows of long and thin p with curved apex; hind tibia with 3 apical a, one long and two shorts; epandrium laterally with slightly constricted; bacilliform process hook-shaped.

Male Measurements: 4.46–4.96 mm (body length); 4.53–4.80 mm (wing length).

Head ( Figs. 5 View FIGURES 1–6 , 11 View FIGURES 7–12 ): Eye bare and holoptic, antero-internal facets slightly larger than remaining. Frontal vitta black with golden pollinosity. Interocular space about 0.11 mm. Fr 18–22, long. Fronto-orbital plate and parafacial black with greyish pollinosity, bare. Ocellar triangle black; oc proclinate and developed. Poc proclinate. Gena black, with some black setulae. Lunule black. Antenna inserted below middle height of eyes. Scape dark brown, golden pollinosity, 2 setae reaching the pedicel. Pedicel black, greyish pollinosity, dorsal setae developed, with 3 short setae. Post-pedicel dark brown, golden pollinosity, almost 2.5x the length of pedicel. Arista brown with base yellowish, pubescent. Palpus dark brown and slightly filiform.

Thorax: General color black to dark brown. Presutural and postsutural acrostichal setulae in three rows. Dc 2+3. Pprn 2, long and strong. Npl 2. Pra 2. Spal 1. Ial 1. Pal 2.

Wings: Brownish, with the upper third between C and half of R 2+3 veins darker; veins r-m and dm-cu with a shadow darker. Calypters yellowish with margins slightly darker and pubescent. Halteres light brown at base, whitish at stem and dark brown at knob.

Legs: General color black to dark brown. Pulvillus yellowish. Fore femur on anterior, ventral and dorsal surface with scattered setulae; 1 row of long pd; 2 rows of long p; 1 row of pv. Fore tibia with 1 short apical v; 1 apical pv; 1 short apical pd; 1 preapical d, longer than pd. Mid femur weakly constricted on preapical ventral surface; anterior and dorsal surface covered with setulae; 1 row of long and strong av, forming a weak ctenidium apically; 4 ad at apex; 1 row of long and strong pv forming a weak ctenidium apically, with hooked apices. Mid tibia constricted on basal and medial half of ventral surface; 1 sub-median a; ventral surface densely setulose at basal half, being longer at apical half, 1 long and stout apical v; 1 median p and 1 apical; 1 preapical d. Hind coxa with 3–4 setae on posterior margin. Hind femur ( Figs. 20 View FIGURES 17–28 , 32 View FIGURES 29–36 ) on ventral surface with weak preapical protuberance, with 2 long and strong av and other shorter setae on the protuberance, 1 long av between the protuberance and the apex; 2 rows of a, 1 row that increases in length apically going towards the anterodorsal edge; 2 rows of long and thin p, being longer at basal half, with curved apex; dorsal surface with setulae, 1 long preapical d. Hind tibia weakly constricted at base; 2 median av; 3 apical a, 1 long and 2 short; 1 row of long ad, 1 strong seta at basal third; 1 long sub-median d; 1 preapical d, slightly shorter than ad; posterior surface covered with setulae.

Abdomen: Dark brown to black. Syntergite 1+2 with long and weak setae over the entire surface. Tergite 3 with 4 pairs of long and strong marginal setae. Tergite 4 with 2 pairs of long and strong marginal setae. Sternite 1 setulose. Sternite 5 wider than long, V-shaped, covered with setae on posterior margin, with long and stronger setae at apex ( Fig. 41 View FIGURES 37–42 ).

Terminalia ( Figs. 58 View FIGURES 55–61 , 65 View FIGURES 62–66 , 70 View FIGURES 67–71 ): Epandrium slightly constricted laterally at apical half, with long setae mainly on basal half, and thin and short sparse setae on lateral and apical region; cercal plate longer than wide, V-shaped, fused, rounded apically, with long and stout setae over the surface; surstylus laterally articulated with epandrium with visible articulation, slightly shorter than epandrium, curved medially, shaped as a comma in lateral view with rounded apex; bacilliform process present, hook-shaped; hypandrium and associated structures as in Fig. 70 View FIGURES 67–71 .

Female: Unknown

Biology: According to label data, Fannia pseudoconstricta sp. nov., is associated with decomposed organic matter in secondary forests and synanthropics environments between at 52–1943 m.

Comments: The male of Fannia pseudoconstricta sp. nov. is similar to Fannia isa sp. nov. However, Fannia pseudoconstricta sp. nov. can be distinguished by the number of av on the protuberance of hind femur (2 long se- tae), the length of surstylus (shorter than epandrium), and the shape of epandrium (wider than long). The bacilliform process hook-shaped, dark wings and hind coxa ciliated on posterior surface are characters shared with species belonging to the obscurinervis group ( Albuquerque et al. 1981). However, Fannia pseudoconstricta sp. nov. lacks setulose eyes.

Etymology: The epithet of the species, pseudoconstricta , refers to the shape of the epandrium slightly constricted laterally, characteristic of this species. Noun in apposition.
