Diagnosis. Frons yellow with median, small, pale brown spot below ocellar triangle; ocellar triangle pale brown; face whitish, distal margin of dorsal portion triangular; gena and postgena yellow, silver pruinescent band adjacent to posterior margin of eye extended to gena; palpus yellow with apex dark brown; scutum brown, paler laterally, with a wide yellow dorsal stripe between dorsocentral series, occupying posterior half of scutum, slightly tapered anteriorly; pleura yellow; legs yellow except foretibia with an incomplete preapical brown ring, mid tibia and hind tibia with one basal and one preapical incomplete brown ring.
Holotype male. Redescription. Body: 3.8 mm; wing 3.5 mm. Head ( Figs 3A–C View FIGURE 3 ). Frons yellow with a median, small, pale brown spot below ocellar triangle; ocellar triangle pale brown; fronto-orbital setulae sparse, short, thin, and pale brown. Face whitish; distal margin of dorsal portion triangular, higher than wide in frontal view, with short slender setae on the parafacial. Gena and postgena yellow with conspicuous brown setae. Occiput with sparse, short, thin, and brown setae; band of silvery pruinescence adjacent to posterior margin of eye extended to gena. Antenna yellow; pedicel with three dorsal robust setae; arista with ten dorsal and four ventral branches. Buccal pieces yellow, except palpus with apical portion dark brown. Thorax ( Fig. 3C View FIGURE 3 ). Scutum brown with lateral margin yellowish brown and a wide yellow stripe between dorsocentral series, occupying the posterior half of scutum, slightly tapered anteriorly; postpronotal lobe whitish yellow, with dense silvery pruinescence; notopleuron yellow with dense silvery pruinescence; scutellum yellow with lateral margin brown, with the apex elevated at an angle of about 30º; subscutellum brown; pleura yellow. Setae (lost in the holotype, observed in the paratype and additional material): anterior dorsocentral postsutural seta 3/4 the length of posterior seta; katepisternal anterior 4/5 of the length of posterior; basal scutellar similar in length to distal seta. Legs ( Fig. 3A View FIGURE 3 ). Yellow except foretibia with incomplete preapical brown ring, midtibia and hindtibia with one basal and one preapical incomplete brown ring. Forefemur with elongate, robust posteroventral setae; midtibia with apicoventral black spine robust. Wing ( Fig. 19B View FIGURE 19 ) yellowish brown with yellow base, including the cell costal, cup and basal portion of cell br and r 1; hyaline transversal preapical band complete and apical margin with hyaline spot in section R 2+3 –R 4+5 and 1/2 of the section R 4+5 –M 1; vein R 1 yellow at base. Halter yellow. Abdomen ( Fig. 3C View FIGURE 3 ). Tergites and sternites brown, except tergite 1+2 with yellow sides and syntergosternite 7+8 yellow. Terminalia ( Figs 4A–C View FIGURE 4 ): epandrium as high as wide in posterodorsal view; cercus rather rectangular in posterodorsal view; postgonite prolonged anteriorly in lateral view, and with a posterior median lobe in posterodorsal view; hypandrium + phallapodeme long in lateral view; phallus long and slender, twice the length of hypandrium + phallapodeme, membranous, sclerotized laterally, ejaculatory apodeme narrowed apically.
Female. Similar to male, except for scutellum not elevated and sternite 8 yellow. Terminalia ( Fig. 4D View FIGURE 4 ): tergite and sternite 7 forming an inverted triangle shape ring slightly acuminate dorsally and rounded ventrally in posterior view; sternite 8 like a semi-arc, deeply concave dorsally; cercus triangular in posterior view.

Holotype condition: frontal setae broken; right wing torn in the costal margin; setae dorsocentral, katepisternal and scutellar lost; scutum damaged by pin insertion; not dissected.

Variations: Face yellowish in some specimens.
Comments: The original description mentions only one katepisternal (“sternopleural”) seta in S. fascipennis . In our study of the holotype, we observed two insertions of robust katepisternal setae. Our study of additional material confirms 2 katepisternal setae in S. fascipennis . In some specimens listed in the additional material the yellow dorsocentral band is extended a little beyond the anterior half of the scutum.
