Female. Body length: 2 mm.
Colour: head brown, palpi yellow, scape brown, pedicellum black, flagellum brown, mesoscutum brown, mesopleuron dark brown; metasoma brown; wing veins including stigma light brown; legs yellow. Head: vertex, frons and face smooth; malar space ¼ eye height; temple wider than ½ eye width; ocell-ocular distance 2.5 times greater than diameter of lateral ocellus; 32 flagellomeres.
Mesosoma: flattened dorso-ventrally; mesopleuron granulose, precoxal sulcus smooth, shorter than width of mesopleuron ; mesoscutum lobes granulose and hairy just along notauli; notauli weakly scrobiculate, meeting before prescutellar furrow in triangular costate area; prescutellar furrow with one cross carina; scutellum smooth; propodeum with basal median areas distinct but not marginated, basal median areas granulose, basal median carina absent, areolar margin indistinct, areolar area rugose, lateral areas entirely rugose, mesosternum granulose. Fore wing: vein r greater than vein 3 RSa, vein 1cu-a interstitial with vein 1M, stigma width equal to length of vein r. Hind wing: vein SC+R absent, length of vein M+CU equal than vein 1M.
Metasoma: first tergum longitudinally costate, apical width at most equal to length; second tergum longitudinally costate with apex smooth, apical width three times the length; third tergum smooth; terga II+III with anterior and posterior transverse grooves absent; terga IV-VII smooth; ovipositor equal to ¾ length of metasoma.

Comments. This species is similar to H. brevicornus Marsh, 2013 , distinguished by the smooth scutellum, prescutellar furrow with one cross carina, granulose mesopleuron , length of the first tergum and by the granulose mesosternum.
Etymology. The name of this species refers to the location in São Paulo state where it was collected.
