Length. Male 6.0–7.50 mm; female unknown.

External morphology. Slender species. General color black throughout with small, yellow spots and markings on forewings, cells translucent; face speckled with yellow spots ( Plate 2B). Head significantly narrower than pronotum, anterior margin acutely angled; crown narrow, about 1/3 as wide as width of eyes, produced distally about 1/3 entire median length, lateral margins nearly parallel, slightly carinate, disk depressed; eyes large, semibulbous; pronotum with median length about as long as crown, surface bullated; mesonotum about equal in length to pronotum; forewings typical; clypeus elongate, very broad basally, narrowed anteriorly; clypellus 1/3 as long as clypeus, base broad and inflated, lateral margins slightly constricted medially.

Male genitalia. Pygofer narrow with 2 caudal processes, caudodorsal process arising distinctly below dorsal margin, robust, moderately long, caudoventral process atypically short, very slender, membranous ( Fig. 76); right subgenital plate long, very slender, pilose on outer lateral margin in distal half ( Fig. 77); style long, slender in distal ¾, shorter than aedeagus ( Figs. 78, 79); aedeagus very long, tubular, base recurved with small, digitate process on basoventral margin, apex armed with long, sharply pointed spine ( Figs. 80, 81); connective small, Y-shaped, stem very short ( Fig. 82); dorsal connective bifurcate basally, arms enclosing aedeagal shaft near middle, attached to basal, digitate lateral aedeagal lobes ( Figs. 80, 81).

Etymology. The name is descriptive for the nearly all black general habitus.

Remarks. This species has similar male genitalia features to C. spenceri , sp. nov., but can be distinguished by the much longer aedeagus, the narrower subgenital plate, much shorter pygofer caudoventral process and the presence of small, paired, ligulate lobes lying subbasally on the aedeagus in lateral view.
