Redescription. Length: 5.7–6.4 mm. Member of the O. rarus group ( Fig. 1b). Vertex broadly angulate; median length about equal to distance between eyes at posterior margin. Very dark, broad band along anterior margin, interrupted by pale ocelli, round yellowish dot at apex. Diamond-shaped yellowish spot behind marginal band at center bordered posteriorly by curved brown line. Large orange spot to each side of anterior portion of coronal suture. With white mark on posterior half bordered with narrow brown line, white along coronal suture not reaching apex. Pronotum mottled brown, anterior margin behind eyes white with dark spot. Scutellum light brown, dark spot in basal angles, white spot along each lateral margin bordered by brown line. Anterior wing transparent, yellowish, with white spots along costa and commisural line, apices brown.

Male genitalia: Pygofer slightly projected posteriorly, widely rounded along ventral margin and apex; apical portion short, broad, slightly convex on dorsal margin, macrosetae very long, distributed along apical half of pygofer ( Fig.57a). Valve triangular, margins rounded and slightly curved anterior medially. Plates long, base wide, apex pointed, setae short ( Fig. 57b). Style with apophysis long, straight, narrow, rugose ( Fig. 57c). In ventral view, aedeagus wide at base, straight, lateral margin oval; shaft arising at one-fourth length of aedeagus, very long, tapered gradually, bifid at apex with a small projection between the two longer projections (trifid but with middle projection short); without ventral processes, with pointed lateral extensions of dorsal projection ( Fig. 57d). In lateral view shaft wide at base, very long, gradually tapered, apex pointed, curved dorsad then basad; dorsal projection long, directed dorso-basad, apex slightly dorsad and pointed ( Fig. 57e). Diagnosis. Very similar to O. trifurcatus , but in ventral view the aedeagal shaft of O. libratus is primarily bifid, actually trifid but with the middle projection very small; in O. trifurcatus the apex is notably trifid, with the middle projection slightly longer than the lateral projections.

Distribution. Known from Costa Rica and Panama; 1100–1800 m.
