Description: Length of each forewing 3.1–3.5 mm (n = 10). Specimens in alcohol with compound eyes black, legs and thorax brown, abdomen dark brown dorsally, pale yellow ventrally ( Figs 1f, 1g View FIGURE 1 ). Forewings with apical forks II, III, IV, and V present, crossveins r, s and r-m linearly aligned; hind wings with forks II and V present, R 1 atrophied, R 2+3 ends at Sc ( Fig. 7a View FIGURE 7 ).

Male genitalia: Tergum IX divided into two strongly sclerotized lateral apical sclerites (a.s. in Fig. 1b View FIGURE 1 ) and two mesal lobes (t.IX in Fig. 1b and 1c View FIGURE 1 ); in lateral view ( Fig. 1a View FIGURE 1 ) each apical sclerite approximately triangular with dorsal margin deeply concave; in mesal view posterior margin slightly oblique (a.s. in Fig. 1b View FIGURE 1 ) with finger-like basal process ventromesally; mesal lobes of tergum IX setose, fused with each other basally in dorsal view. Sternum IX in lateral view ( Fig. 1a View FIGURE 1 ) subrectangular, with anterior margin slightly convex, and posterior margin slightly sinuate. Preanal appendages large, in lateral view ( Fig. 1a View FIGURE 1 ) each with apicodorsal angle produced into a blunt process, lateral side heavily setose apically, each fused basally with apical sclerites of tergum IX; in dorsal view (pre.app. in Fig. 1c View FIGURE 1 ) each with base narrow and apex swollen and truncate; in ventral view (pre.app. in Fig. 1d View FIGURE 1 ) somewhat clavate. Coxopodites (cox. in Fig. 1a View FIGURE 1 ) subrectangular in lateral view, each with apicodorsal angle produced into narrow process ( Figs 1a, 1d View FIGURE 1 ); in ventral view coxopodites fused with each other basally and each with finger-like apicolateral process directed posteromesad (cox. in Fig. 1d View FIGURE 1 ); harpagones each elliptical in lateral view and platelike in ventral view (har. in Figs 1a, 1d View FIGURE 1 ), in ventral view with base round and articulated with coxopodite and with its apex trifurcate: lateral fork finger-like, setose and directed posterolaterad, middle fork bare and acute and directed laterad, mesal fork bare and apically blunt and curved posterolaterad. Phallic apparatus in lateral view ( Fig. 1a View FIGURE 1 ) with endotheca cylindrical, subapex curved dorsad; in ventral view ( Fig. 1d View FIGURE 1 ) endotheca tapering from base to apex, distal end blunt.

Diagnosis: The new species belongs to Schmid’s (1997) P. flavida Species Group, somewhat resembling Psychomyia selatana Oláh & Johanson 2010 from Indonesia in the ventral view of the harpagones. However, the new species can be easily distinguished from the other members of the group, especial from P. selatana by the following features: (1) the apical sclerites of segment IX each have a finger-like basal process ventromesally; (2) the harpagones are plate-like, with their bases rounded and apices trifurcate; and (3) the base of the complex of apical sclerites of segment IX has a large pair of dorsomesal setal warts.

Distribution: China (An-hui, Jiang-xi, Zhe-jiang).

Etymology: The Latin feminine noun in apposition complexa refers to the harpagones which are of complex shape in ventral view.

Remarks: This new species was first recognized and described by Dr. Youwen Li under supervision of Dr. John C. Morse ( Li 1998) as Psychomyiella complexa ( Figs 1 View FIGURE 1 e– 1g), but has remained unpublished in the meaning of the International Code of Zoological Nomenclature (International Commission for Zoological Nomenclature 1999). However, the holotype and some paratypes designated by Li & Morse are now kept in NJAU, therefore we have had the opportunity to examine these types. The species was redescribed and re-illustrated as Psychomyia complexa by Dr. Shuang Qiu (2018) in her doctoral dissertation based on the same type materials. In our study, we also identified this species from specimens collected from Zhe-jiang Province in 2017. For all of the reasons above, we publish this new species with Drs Li & Morse as authors in recognition of their contributions to the genus. Dr. Qiu also agreed that we publish it (personal communication). Types designated by Drs Li & Morse have been used unchanged.
