Description. ♀. Apterous; body length 2.3 mm. Completely yellow-testaceous, except petiole black and eye grey. Antenna clavate; antennomeres in following proportions: 7:4:6:6:5:5:4:3.5:3.5:6. Head ( Fig. 208D View FIGURE 208 ) excavated, shiny, unsculptured; frontal line complete; occipital carina absent; POL = 1; OL = 1; OOL = 5. Palpal formula 4/2. Pronotum shiny, unsculptured, crossed by transverse furrow. Mesoscutum less than twice as long as broad, without lateral pointed apophyses ( Fig. 208E View FIGURE 208 ). Mesoscutellum shiny, smooth, sloping anteriorly. Metanotum excavated behind mesoscutellum ( Fig. 208F View FIGURE 208 ). Metapectal-propodeal disc shiny, unsculptured, without track of median longitudinal furrow; propodeal declivity transversely striate. Mesopleuron shiny, unsculptured. Meso-metapleural suture distinct and complete. Protarsomeres in following proportions: 7:1.5:2.5:8:14. Enlarged claw ( Fig. 211A View FIGURE 211 ) with one small subapical tooth, one peg-like seta and one bristle. Protarsomere 5 ( Fig. 211A View FIGURE 211 ) with inner short proximal serrate region and one row of 14 lamellae; apex unusually very long ( Fig. 211A View FIGURE 211 ), with four lamellae. Tibial spurs 1/0/1.
♂. Fully winged; body length 1.7–2.0 mm. Head black, except mandible testaceous; antenna brown; mesosoma black; metasoma brown–reddish; legs brown-testaceous. Antenna setose, filiform; antennomeres of specimen from South Africa, Uitkyk Pass , in following proportions: 5:4.5:5.5:5.5:4.5:5:4.5:5:4.5:6.5; antennomere 3 less than 3 × as long as broad: 5.5:2 (in ♂ specimen from South Africa, Uitkyk Pass). Head shiny, setose, strongly punctate, unsculptured among punctures; frontal line of holotype incomplete, short, visible only in front of anterior ocellus; frontal line of ♂ specimen from South Africa, Uitkyk Pass , absent; occipital carina absent; in ♂ specimen from South Africa, Uitkyk Pass , POL = 4; OL = 1.3; OOL = 4.5; greatest breadth of lateral ocelli lobger than OL (2:1.3). Vertex of head with two oval smooth and shiny areas situated between lateral ocelli and eyes (areas surrounded anteriorly by very high carina ( Fig. 208G View FIGURE 208 ) and posteriorly by lower carina continuing on temple and behind ocellar triangle ( Fig. 208G View FIGURE 208 )). Temple distinct, crossed by sharp carina parallel to posterior margin of eyes. Palpal formula 4/2. Mesoscutum shiny, strongly punctate. Notauli complete, posteriorly separated; minimum distance between notauli as long as (in holotype) or shorter (1.3:2; in specimen from South Africa, Uitkyk Pass ) than greatest breadth of lateral ocelli. Mesoscutellum and metanotum shiny, slightly punctate, unsculptured among punctures. Metapectal-propodeal disc dull, slightly reticulate rugose, with median longitudinal furrow; areolae of metapectal-propodeal disc small; propodeal declivity without longitudinal or transverse keels. Forewing hyaline, without dark transverse bands; with only costal cell surrounded by strongly pigmented veins; other basal cells surrounded by less pigmented veins); 2R1 cell open; 2r-rs& Rs vein regularly curved, with distal part longer than proximal part (approximately 11:4). Dorsal process of paramere ( Fig. 219D View FIGURE 219 ) short and slender, with apex pointed. Tibial spurs 1/1/2 .
Material examined. Type: ♂ holotype: SOUTH AFRICA: Western Cape, Swellendam, 17.XII.1931 – 18.I.1932 ( NHMUK). Other material: NAMIBIA: 89 km S Keetmanshoop, along Rd B 1, C. 1.III.2006, B. 2.III.2006, Sf. 30.III.2006, reared from a nymph of Aconurella compta (Naudé) , M. Olmi leg., 18 C , 1♀ ( MOLC); same locality label, C. 1.III.2006, B. 5.III.2006, Sf. 2.IV.2006, 18 S , 1♀ ( MOLC); same locality label, C. 1.III.2006, B. 7.III.2006, Sf. 6.IV.2006, 18 Z , 1♀ ( MOLC). SOUTH AFRICA: Western Cape, Cederberg Mts., Uitkyk Pass , 7.II.2006, M. Olmi leg. , 1♀ ( MOLC); same locality label, C. 7.II.2006, B. 9.II.2006, 6 P, M. Olmi reared from Elginus saltus (Naudé) , 1♂ ( SAMC) .
Hosts. Cicadellidae (Guglielmino et al. 2013): in Namibia: Aconurella compta (Naudé); in South Africa: Elgi- nus saltus (Naudé).
