Description. Forewings 1.5 times longer than wide, length in male 3.6–4.0 mm (mean = 3.8, n= 10). Hind part of mesonotum with 2 faint, elongated brown marks; fore femora with red, longitudinal stripes; rest of fore- and hind legs with a few red marks. Forewings infuscated; lighter around median sectors; near apical margin colourless between the veins; short colourless stripes in 3rd costal cell, adjacent to costal margin; small colourless spots along M, Cu, the sectors of these, and the claval veins; infuscation darker between these colourless spots; in 2nd and 3rd costal cell, near Sc, and along last subcostal sector, small dark marks at apical margin, next to tips of Ms2, Ms3, and Ms4; two large marks between middle sections of Ms1a, Ms1b and Ms2; veins in basal half of forewings stramineous, in apical half mostly red; 8 black spots on base of costa. Hindwings lightly infuscated along most veins; veins near apical margin red. Male genital styles elongated; proximal dorsal process broad, slightly pointed; distal dorsal process elongated. Apical part of aedeagus elongated, with 2 contiguous lobes.

Etymology. The species name is a Latin adjective (bipunctatus, -a, -um = with two dots).

Type material. Holotype ♂ (forewing 3.9 mm), INDONESIA: SULAWESI; labels: 1) At / light 2) SULAWESI TENGAH:/ Nr. Morowali,/ Ranu River Area ./ 27.i. – 20.iv.1980 3) M.J.D. Brendell / B.M. 1980-280 ( BMNH) . Paratypes. INDONESIA: CENTRAL SULAWESI: same data as holotype 9 ♂ (fw. 2x3.6, 2x3.7, 2x3.8, 2x3.9, 4.0) ( BMNH) .

Distribution. Sulawesi, Indonesia.

Diagnosis. Rhotanella bipunctata is similar to R. lautereri Zelazny from the Philippines in structure and coloration and to R. novemmacula Wang, Chou and Yuan from southern China. It can be distinguished from these by the forewings having a prominent dark mark between Ms1a and Ms2 (in addition to the mark between Ms1b and Ms1a), by the lack of a row of 6-8 small spots before the apical margin (however, 3 spots are present right at the apical margin), by the broad proximal dorsal process of the male genital styles, and by the elongated apical portion of the male aedeagus bearing two contiguous lobes.
