Description. Length of male 4.0 mm. Coloration stramineous, dorsum heavily marked with orange, brown and white; venter mostly black. Crown with four incomplete longitudinal orange stripes submedially, continuing onto pronotum but less distinct posteriorly; pronotum with two transverse white bands, one at middle and one on posteri- or margin, area between bands dull yellow with minute brown spots irregularly arranged; mesonotum and scutellum mostly yellow with minute brown spots; forewing mostly hyaline with very indistinct transverse yellow and white bands, minute brown spots concentrated in clavus and in inner anteapical cell, larger brown spots in apical cells, along costal margin and near base of clavus, veins mostly pale yellow not contrasting with adjacent membrane. Crown in dorsal view slightly less than half as long as pronotum, anterior margin broadly rounded, only slightly longer medially than next to eye. Pronotum with lateral margin approximately half as long as eye.

Front femur AM1 near ventral margin, IC with 11 setae extended over distal two thirds, AV without setae in basal half; tibia without dorsal macrosetae, AV with numerous close-set macrosetae, PV without conspicuous setae. Hind tibia formula PD:AD:AV 20:11:17; tarsomere I pecten with 3 platellae.

Male pygofer lobe subquadrate, slightly longer than tall, with posterodorsal preapical group of macrosetae and group of smaller stout setae more ventrad at apex. Segment X relatively short and broad, well sclerotized laterally but membranous dorsally. Valve broad and subangulately produced posteriorly, much wider than long. Subgenital plate triangular with bluntly angulate apex, longer than wide, with scattered short, fine setae more or less evenly distributed over ventral surface. Style short and broad, preapical lobe obtusely angulae, apophysis slender, extended mesad then hooked posterolaterad, apex acuminate. Connective with anterior arms widely divergent, stem slender and elongate, ca. twice as long as arms, apex slightly expanded and truncate. Aedeagus without preatrium, atrium no wider than shaft in posterior view; dorsal apodeme short, simple, truncate dorsally in posterior view; shaft evenly curved dorsad in lateral view, somewhat depressed, with paired lateral flanges giving rise to pair of long, slender preapical spines extended dorsolaterad, apex digitiform, weakly sclerotized; gonopore on posterior surface near apex.

Etymology. The species name refers to the country of origin.

Material examined. Holotype male, VIETNAM: Ninh Binh, Cuc Phuong NP center 20.3522ºN 105.5983ºE, 370m, 5 July 2019, C.H.Dietrich, sweeping along rd., VN19-2-1 ( INHS). GoogleMaps

Notes. The dorsal color pattern of this species, with bright orange maculae on the crown and pronotum, closely resembles that of U. thaloriensis Sharma, 1986 . The new species differs mainly in the aedeagus, which has a pair of preapical lateral spines. However, the new species will key to Vulturnus Kirkaldy in the key to Indian Penthimiini by Shobharani et al. (2018) because the lateral frontal sutures extend to the ocelli. The new species is tentatively placed in the nominotypical subgenus of Uzelina Melichar based on the similarity of the male genitalia to those of the type species ( U. laticeps Melichar ) as illustrated by Linnavuori (1977). Species from the Oriental region currently placed in Vulturnus do not appear to be congeneric with the type species of that genus, V. vulturnus Kirkaldy from Australia, but rather more closely resemble species of Reticuluma Cheng & Li due to their reticulate dorsal color pattern (absent in Australian species of Vulturnus ). A comprehensive revision of Vulturnus is needed.
