Diagnosis. Orbits yellow; face with one yellow median longitudinal stripe, inner margin of parafacial blackish brown, with one brown spot apically. frons slightly wider basally, with one slender yellow triangular longitudinal stripe extending from ocellar triangle to anterior margin of frons; mesonotum with five white longitudinal stripes; 1+3 dorsocentral setae.

Description. MALE. Body length 4.3 mm, wing length 5.6 mm. FEMALE. Unknown.

Head ( Fig. 81 View FIGURES 81–85 ) blackish brown, with grayish white pruinescence, orbita yellow. Face black, with one yellow median longitudinal stripe, inner margin of parafacial blackish brown, with one brown spot apically. Frons as long as wide and slightly wider basally, with one slender yellow triangular longitudinal stripe extending from ocellar triangle to anterior margin of frons; ocellar triangle black, ocellar setae developed; anterior fronto-orbital setae reclinate, slightly shorter than posterior fronto-orbital setae. Gena about 1/6 height of eye. Antennal scape black, pedicel brown, first flagellomere yellow, 1.6 times longer than high; arista blackish brown except paler basally, pubescent with longest setulae shorter than 1/4 height of first flagellomere. Proboscis blackish brown, with white and black setulae; palpus black with black setulae.

Thorax ( Fig. 84 View FIGURES 81–85 ) blackish brown, with grayish white pruinescence. Mesonotum with three white longitudinal stripes and a pair of indistinct white lateral longitudinal stripes extending to scutoscutellar suture; 1+3 dorsocentral setae; acrostichal setulae in six irregular rows, a pair of prescutellar setae, shorter than first post-sutural dorsocentral setae. One anepisternal seta, two katepisternal setae. Fore legs blackish brown, tibia and tarsi yellow at base; mid and hind femora blackish brown, tibia yellow except brown on apical and basal 1/3, tarsi yellow except brown at tip. Fore femur with six posterior dorsal setae, six posterior setae and six posterior ventral setae; fore tibia with one dorsal preapical seta and one short apical ventral seta. Mid femur with six anterior setae; mid tibia with one strong dorsal preapical seta and three strong apical ventral setae. Hind femur with one preapical anterior dorsal seta; hind tibia with one dorsal preapical seta. Wing ( Fig. 82 View FIGURES 81–85 ) hyaline and yellow at base, part of wing veins brown; costa with 2nd (between R 1 and R 2+3), 3rd (between R 2+3 and R 4+5), and 4th (between R 4+5 and M 1) sections in proportion of 13.7: 3.7: 3.1; r-m beyond middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 10.4: 5.3; ultimate section of CuA 1 about 1/5 of penultimate. Haltere yellow.

Abdomen ( Fig.85 View FIGURES 81–85 ) black,with grayish white pruinescence.Male genitalia( Figs. 86–90 View FIGURES 86–90 ):syntergosternite circular, with one membranous ventral process. Surstylus with setae, separated from epandrium, nearly triangular in lateral view, curved inward apically in posterior view; hypandrium U-shaped, without distinct inner process. Postgonite claviform in ventral view, longer than phallus, with setae at base and crossed at tip of phallus. Phallapodeme longer than phallus; phallus without concavity apically, consisting of a pair of ventral sclerites and one small V-shaped dorsal sclerite, with membranous long spiny processes inside.

Type material. Holotype ( CAUC): ♁, CHINA, Yunnan Province: Nujiang Liuku Yaojiaping , 2006. V. 25, Xingyue Liu.

Distribution. China (Yunnan)

Remarks. The new species is somewhat similar to Minettia (Plesiominettia) spiniphallata sp. nov. from Yunan, but it can be separated from the latter in the face with one yellow median longitudinal stripe; first flagellomere yellow; acrostichal setulae in six rows; mesonotum with five white longitudinal stripes; postgonite crossed at tip of phallus. In Minettia (Plesiominettia) spiniphallata sp. nov., face without yellow longitudinal stripe; first flagellomere only yellow at base; acrostichal setulae in eight rows; mesonotum with three white longitudinal stripes; postgonite short.

Etymology. Latin, orbitalis , referring to the orbits of new species yellow.
