Diagnosis. These characters apply only to the male sex. Halter light brown at base, whitish at stem and dark brown at knob. Hind femur on anteroventral surface with a preapical tuft of 3 long setae ( Fig. 11 View FIGURES 9 – 16 ) and one seta between the tuft and the apex, and 2 long setae on posteroventral surface on apical third. Cercal plate slightly fused basally, bilobed distally, 0.6x the epandrium length.

Male: Measurements: 4.89–5.67 mm (body length); 4.39–4.97 mm (wing length).

Head ( Figs. 9–10 View FIGURES 9 – 16 ): Eye bare, anterointernal facets larger than remaining. Frontal vitta velvety black, brownish pollinose, interocular space about 0.05x the head width at level of anterior ocellus. About 10–14 pairs of long frontal setae. Ocellar triangle black, ocellar seta proclinate and developed. Postocellar setae divergent. Frontoorbital plate greyish pollinose. Parafacial greyish pollinose without setae, narrowing ventrally. Gena black. Scape and pedicel dark brown, brownish pollinose. Postpedicel dark brown, with conspicuous light brown pollinose, 3x the pedicel length. Arista dark brown, lighter at base, pubescent. Palpus light brown and clavate.

Thorax: General color dark brown. Presutural and postsutural acrostichals setulae in three rows, prescutellar pair developed. Dorsocentral setae 2+3. Two postpronotal setae, almost the same size; two notopleural setae; two prealar setae, short and near the suture; one supra-alar seta; one intra-alar seta; two postalar setae. Calypters whitish with margins of slightly darker. Halter light brown at base, whitish at stem and dark brown at knob. Wings smoky.

Legs ( Figs. 11–12 View FIGURES 9 – 16 ): General color dark brown. Pulvillus whitish. Fore femur with one complete row of posterior, posteroventral and posterodorsal long setae. Fore tibia with one preapical dorsal seta and one apical ventral seta. Mid femur weakly constricted on preapical ventral surface; with one complete row of anterior and anterodorsal long setae; one row of anteroventral setae, scarce and medium size on basal third, longer and separated at middle, closer and short on apical third; and one row of posteroventral stouter setae at apex with the same size. Mid tibia on ventral surface with a pronounced constriction on basal third; posterior surface with one short seta on apical third and one apical seta; one long seta on apical third and one preapical seta on dorsal surface; ventral, anteroventral and posteroventral surfaces with one stronger apical seta; ventral pubescence long and stacked on apical two-thirds, but few and small on basal third. Hind coxa with 2 long setae on posterior margin. Hind femur on anteroventral surface with a preapical tuft of 3 long setae ( Fig. 11 View FIGURES 9 – 16 ) and one stronger seta between the tuft and the apex. Anterior surface with a row of setae finishing at the anterodorsal surface, longer and stronger setae at apex ( Fig. 11 View FIGURES 9 – 16 ). Hind tibia on dorsal surface with one median and one preapical seta ( Fig. 12 View FIGURES 9 – 16 ); anterodorsal surface with one submedian and one preapical seta; anteroventral surface with one apical seta.

Abdomen: Uniformly dark brown. Tergites 3–5 with one long lateral seta. Tergites and sternites scarcely setulose. Sternite 1 setulose. Sternite 5 wider than long, V shaped, covered with setae on the posterior margin, with three stronger setae at apex ( Fig. 13 View FIGURES 9 – 16 ).

Terminalia ( Figs. 14–16 View FIGURES 9 – 16 ): Epandrium wider than long, covered with thin setae of different sizes over most of its surface. Surstylus almost square at base, slightly fused to epandrium, distally thin and curved apically inwards, shaped as a comma in lateral view, long and tapered. Cercal plate slightly fused basally, bilobed distally, 0.6x the epandrium length, with thin setae covering almost the entire distal surface ( Fig. 14 View FIGURES 9 – 16 ). Bacilliform process strongly sclerotized, cork-crew shaped ( Fig. 14 View FIGURES 9 – 16 ). Hypandrium and associated structures with trident shaped as in Fig. 16 View FIGURES 9 – 16 .

Biology. According to label data, Fannia laclara sp. nov. is associated with decomposed organic matter in secondary forests and synantropics environments between 1417–1940 m.

Comments. Fannia laclara sp. nov. belongs to the obscurinervis group (Alburquerque et al, 198), although the monophyly of the group has not been corroborated (Domínguez & Roig-Juñent 2008). In Grisales et al. (2012)’s key to identification, F. laclara is close to F. obscurinervis (Stein, 1900) and F. hirtifemur (Stein, 1904) , but can be distinguished by the presence of preapical protuberance on posteroventral surface on hind femur: absent in F. laclara and present in F. hirtifemur ; and by the coloration of halter and calypters: in F. laclara the calypter whitish with slightly darker margin, and halter light brown, whitish at stem and dark brown at knob, and in F. obscurinervis the calypter yellow and halter black, base lighter in colour.

Etymology. The species epithet refers to the name of the “La Clara” (Caldas, Antioquia), were some paratypes were collected.
