Diagnosis. Mandibles yellowish-brown with base dark brown, with a row of small teeth at apex (as in Fig 112 View FIGURES 103–112 ); antenna dark brown, flagellum 0.6× as long as width of mesoscutum, F4 0.7× as long as wide, apex of clava pointed ( Figs 17 View FIGURES 13–18 , 71 View FIGURES 71–75 ); frons between scrobes and eyes and vertex with strong reticulation ( Figs 93 View FIGURES 92–102 , 110 View FIGURES 103–112 ); occipital margin with an edge behind ocellar triangle ( Fig. 93 View FIGURES 92–102 ); mesoscutum and mesoscutellum with same colour ( Fig. 45 View FIGURES 44–50 ); mesoscutellum convex and with weaker reticulation than mesoscutum; dorsellum convex, smooth and shiny, posterior margin ±smoothly curved with medio-posterior part slightly protruding; fore wing with four setae in apico-dorsal part of costal cell, completely hyaline ( Fig. 17 View FIGURES 13–18 ); fore and mid coxae black ( Fig. 17 View FIGURES 13–18 ); gaster ( Fig. 45 View FIGURES 44–50 ) 1.7× as long as wide; Gt 1 0.4× as long as length of gaster, dorsal surface smooth and shiny, posterior margin straight; Gt 6 0.1× as long as length of gaster with anterior part 1.6× as wide as width of posterior part, posterior margin straight with sharp edge.

Description (female holotype). Length 1.9 mm. Frons between scrobes and eyes and vertex with strong reticulation, scrobes smooth. Mandibles with a row of small teeth at apex. Occipital margin with an edge behind ocellar triangle. Dorsellum convex, smooth and shiny, posterior margin ±smoothly curved with medio-posterior part slightly protruding. Propodeal callus with 20 setae. Fore wing with seven setae on dorsal surface of submarginal vein; with 12 admarginal setae; costal cell with 12 setae in a single row on ventral surface, apico-dorsal margin with four setae; speculum large and closed below. Gaster ovate; Gt 1 smooth and shiny, remaining tergites with weak reticulation; Gt 1 and Gt 6 with posterior margin straight.

Colour. Head black and shiny. Mandibles yellowish-brown with base dark brown. Entire antenna dark brown. Mesosoma black and shiny. Coxae black and shiny, remaining parts of legs dark brown. Gaster black and shiny.

Variation. Length of body 1.7–2.0 mm. Costal cell with 3–4 setae in apico-dorsal part. Propodeal callus with 19–22 setae. Mesosoma in paratypes with very weak metallic blue or golden tinges.

Male. Length 1.9 mm. Very similar to the female.

Distribution. Canada (Ontario, Quebec, Saskatchewan).

Hosts. Reared from an unidentified leaf roller on Populus sp.

Etymology. From the Latin septentrionalis = northern, referring to the northern distribution of this species.

Material. Holotype female: CANADA, Ontario, Ottawa , Nepean , 12.vi.1989, Z. Bouček ( NHMUK). Paratypes (2♀ 1♁, in NHMUK): 1♀ CANADA, Saskatchewan, White Fox , 1.vii.1941, O. Peck; 1♀ 1♁ CANADA, Quebec, Parke Reserve , Belleville Lab., 27.iii.1944, ex leaf roller on Poplar.
