Diagnosis. Body length 3.0 mm, fore wing length 3.0 mm. Body black, hind femur yellowish. Ocelli large, posterior tangent to anterior ocellus transecting posterior ocelli, distance between fore and hind ocellus distinctly shorter than diameter of hind ocellus. Antenna distinctly shorter than body length, penultimate flagellomere 1.2× longer than wide. Interspaces between punctures on disc of mesonotum as long as its diameter on pronotum. Areola on propodeum closed basally, V-shaped apically, with strong costulae. Pterostigma 2.6× as long as its widest part, vein 1-R1 nearly closing marginal cell, vein r 1.3× longer than 2-SR, angled at junction. T1 constricted towards apex from base, wedge-shaped, 3.8× longer than hind width, turned-over part dull, rugose-punctate, longitudinal channel broad; T2 shiny and polished, 3.0× wider than long in the middle; T3 2.1× longer than T2. Ovipositor sheath as long as hind tibia.
