Description. Head ( Fig. 4 View FIGURES 2 – 4 ): Structure: 1.22–1.31 times as high as long. Frons posteriorly 1.10–1.14 times as wide as long, anteriorly, at lunule level, 0.8–1.0 times as wide as long. Face straight. Carina rounded at about dorsal 0.8, ventral 0.2 flattened; carina protrusion about 0.9 times as long as parafacial at narrowest level. Eye 1.50–1.77 times as high as long, with sparse, short, whitish setulae. Gena 0.36–0.41 times as high as eye. Fronto-orbital plate at antenna insertion level 0.64–0.87 times as long as gena height. Pedicel 0.52–0.68 times as long as high at apex and 0.46–0.65 times as long as 1st flagellomere; first flagellomere 1.20–1.26 times as long as high. Color and vestiture: Ocellar triangle black. Vertex orange medially, blackish laterally, gray microtrichose. Occiput mainly orange to brown, irregularly infuscate, gray microtrichose. Frons yellowish posteromedially, orange-brown anteriorly and laterally. Orbit beige, white microtrichose. Gena anteriorly beige and white microtrichose, posteriorly dark brown and slightly white microtrichose; postgena brown, gray microtrichose. Face, including carina, mostly pale orange to light brown except ventrally infuscate, inconspicuously white microtrichose; antennal groove brown to black, shiny medially, white microtrichose laterally; margin of subcranial cavity brown. Scape and pedicel orange, slightly white microtrichose; 1st flagellomere orange, apically infuscate, slightly white microtrichose; arista orange to brown. Clypeus yellow, slightly gray microtrichose. Palp yellow to orange; proboscis dark brown. Chaetotaxy: Medial vertical seta 1.12–1.27 times as long as lateral vertical seta; ocellar and postocellar setae each 0.5–0.7 times as long as medial vertical seta; posterior orbital seta 1.3–1.5 times as long as anterior orbital seta and 0.5–0.7 times as long as medial vertical seta. Frons densely setulose, setulae 0.2–0.4 times as long as posterior orbital seta. Labium with long mixed black and yellow setulae. Gena with long black setulae and 1 seta. Vibrissal angle, postgena and occiput long setulose.

Thorax: Color and vestiture: Black, gray microtrichose. Scutum with 1 medial and 2 lateral longitudinal stripes (anterior and posterior to transverse suture) with less microtrichia than on rest of scutum: Median stripe of brownish microtrichia extends from anterior margin of scutum to level of second posteriormost dorsocentral seta; lateral stripes with slight silvery microtrichia, anterior lateral stripe triangular, posterior lateral stripe extends from transverse suture to level of posteriormost dorsocentral or posteriormost acrostichal seta. Chaetotaxy: 2–3 supraalar setae, 1 postalar, 1 intra-alar, 3–4 dorsocentral, 1 acrostichal (sometimes with conspicuous setula between acrostichal pair), 1 proepisternal, 4–6 anepisternal, and 1–2 katepisternal setae present. Scutum, anepisternum, katepisternum and postpronotal lobe setulose.

Legs: Coxae and trochanters reddish-brown to orange; femora mostly brown to black, except apical 0.16 yellowish; tibiae usually with basal 0.50–0.66 yellow, apical 0.33–0.50 brown to black, seldom mostly or entirely brown to black; tarsi usually entirely yellow, sometimes with distal 1–3 tarsomeres brown to black. All coxae and trochanters densely gray microtrichose, remaining parts slightly gray microtrichose.

Wing ( Fig. 19 View FIGURES 17 – 19 ): Pattern: Mixed brown and yellow peripheral striped type pattern present; BB fully brown; SBB extending from costa to middle of cell dm basally; PB extending from costa over pterostigma except base, merging with SBB in cell r2+3, narrowed abruptly at crossvein R-M; SAB merges with AB in cells r1 and r2+3; cell r4+5 brown peripherally, medially hyaline; brown band present over crossvein DM-Cu and apical half of vein Cu1. Yellow areas: Between BB and SBB, between SBB and PB and predominantly between PB and AB except anterior half (of area) nearly hyaline. Venation: Veins yellow to orange in hyaline areas, brown within dark bands. Cell r4+5 0.93–0.97 times as wide at apex as at widest point. Crossvein R-M aligned slightly basal to apex of R1. Vein Cu2 curved, cell bcu without posteroapical lobe. Calypteres white. Halter base brown, stem and knob whitish-yellow to orange. Wing length 4.60–8.60 mm.

Abdomen: Brown to black. Syntergite 1+2 irregularly and slightly microtrichose basally and with transverse silvery-gray microtrichose medial stripe, medially about 1.5 times as wide as laterally. Tergites 3–5 with transverse silvery-gray microtrichose basal stripe, widened medially; tergite 6 in female with slight transverse silvery-gray microtrichose basal line. Non microtrichose areas shiny, delicately wrinkled in male, smooth in female.

Male terminalia: Epandrium (Fig. 7) 1.0–1.1 times as high as wide, rounded in posterior view; medial surstylus fully fused with epandrium, bearing numerous prensisetae; lateral surstylus articulated to epandrium, bare and apically rounded. Phallus ( Fig. 10 View FIGURES 8 – 10 ) laterally on both sides with setulae as long as phallus width; medially at basal 0.33 bare and at distal 0.66 with setulae as long as phallus width. Glans membranous and setulose, except tip bare.

Female terminalia: Aculeus 5.2–6.1 times as long as wide. Cercal unit ( Fig. 13) oval, with well pronounced, long lateral groove. Sensilla: BV apical to BD. Pair of large campaniform sensilla present distal to BV. 3 spermathecae, wrinkled, about 4.5 times as long as wide at widest place (Fig. 16) present.

Body length 4.04–8.75 mm.

Distribution. (Currently known only fron Israel) Mt. Hermon 1000–2000 m. and Golan Heights.

Adult activity (in Israel). May to beginning of July.

Etymology. This species is named after Vitaly Dzuoba, a dear friend of the author.

Comments. This species is most similar to O. lamed Schrank , which differs in having vein R1 entirely setulose, brown band along most length of vein Cu1, and cell br entirely brown. In O. vitalyi vein R1 is setulose only along pterostigma, and cell br is brown at basal half and hyaline at apical half.
