Diagnosis. Gena broad, as wide as first flagellomere. Posterior 1/2 of ocellar triangle shining yellow, with a short rhombate black macula, anterior 1/2 extremely narrow, linear, extending to anterior margin of frons. Surstylus broadly elongate, slightly parallel–sided, with small spinous processes.

Description. Male. Body length 3.0– 3.1 mm, wing length 2.1–2.2 mm.

Head yellow with gray microtomentum, 0.8x as long as high; face somewhat concave in lateral view, facial carina indistinct; frons 0.9x as long as wide, projecting only slightly in front of eye; gena broad, as wide as first flagellomere; parafacial narrow. Ocellar triangle occupying 1/3 of posterior width of frons, posterior 1/2 of ocellar triangle shining yellow, with a short rhombate black macula, anterior 1/2 extremely narrow, linear, extending to anterior margin of frons; ocellar tubercle light brown. Occiput yellow except for brown middle 1/3. Clypeus light yellowish orange. Cephalic setae and setulae black. Antenna yellow with thick grayish microtomentum except for brown dorsal 1/2 of first flagellomere; first flagellomere as wide as long; arista black with short black setulae. Proboscis brownish with yellow setulae; palpus yellow with yellow setulae.

Thorax yellow with gray microtomentum. Postpronotum with a brown spot. Scutum as long as wide, with 5 black longitudinal stripes, medial stripe slightly broad and extending to posterior 3/4 of scutum; basal 2/3 of lateral stripe narrow, brown; sublateral stripe short and narrow. Thoracic pleuron shiny yellow without microtomentum except for brown paratergite; black anteroventral portions of anepisternum, anterior portion of anepimeron, ventral 1/2 of katepisternum and posteroventral portion of katepimeron. Postnotum black. Scutellum yellow except for yellowish brown lateral margins, 0.6x as long as wide; ap sc developed, as long as scutellum; sap sc 0.5x as long as scutellum. Setae and setulae on thorax black, developed; npl 1+2, a npl as long as p npl; a pa and p pa developed, a pa 2x as long as p pa; 1 dc, 2x as long as a pa. Legs yellow except for brown basal portion of hind femur, distal 3/5 of fore tibia, mid tibia, middle portion of hind tibia, fore and mid tarsi and hind tarsomere 5. Setulae on legs black. Mid tibia with a distinct black apical spur, which is as long as diameter of tibia. Wing 2.6x as long as wide, hyaline; veins brown. Proportions of costal sectors 2–4 is the ratio 2: 1.2: 1; r–m at basal 0.65 of discal cell. Halter pale yellow.

Abdomen yellowish brown with gray microtomentum except for yellow two sides and basal portions of tergites 2–5 with 2 brown small spots; venter yellow. Setulae on abdomen black.

Male genitalia ( Figs. 9–12 View FIGURES 9 – 12 ): Epandrium brown with long brown setulae, inner posteroventral magins approximated; surstylus long, broad, parallel–sided, with small spinous processes, 0.5x as high as epandrium in latral view. Cercus small, triangular in ventral view, with 1 pair of setulae. Gonites arranged in a row; postgonite 0.5x as long as pregonite, postgonite slightly recurved distally with pointed apex, with some sensory setulae, gradually narrowed basally; pregonite narrowed basally, flat distally; distiphallus and basiphallus short; phallapodeme long, beyond basal margin of hypandrium with basal stalk broad in lateral view. Hypandrium narrowed.

Female. Unknown.

Type material. Holotype ♂, CHINA: Hebei: Xiaowutai, Xiling Mountain, Damuchang , 26. VI. 2009, Coll. Shan Huo . Paratype. 1 ♂, collection data same as of holotype.

Distribution. China (Hebei).

Remarks. The new species is somewhat similar to L. cinctipes Meigen , but can be separated from the latter by the following features: legs yellow except for brown basal portion of hind femur, distal 3/5 of fore tibia, mid tibia, middle portion of hind tibia, fore and mid tarsi and hind tarsomere 5; surstylus broad, slightly parallel–sided. In L. cinctipes , legs are yellow; surstylus is broad basally, narrowed distally and distal 1/3 incurved (Dely– Draskovits 1977).

Etymology. The specific name is from the Latin recurvatus (“recurved”), referring to the distally recurved postgonite.
