Pale brown with black markings. Median stripe on crown of head continued on face and meeting large chocolate brown area of fronto-clypeus, elongate oval spot on either side of median line, inner margins of eyes on face, large area covering antennal pits, entire fronto-clypeus except area adjacent to antennal bases, clypellus, lora except lateral upper corners, dark chocolate brown. Anterior 0.50 to 0.66 area on pronotum chocolate brown, some times spot on either side of median line pale brown. Scutellum chocolate brown except small area on either side of transverse impressed line, pale brown. Forewing dark brown with paler venation. Legs brown.

Male genitalia: Pygofer with slightly convex dorsal margin, dorsal region with spine-like process, caudal margin obliquely declivous ventrally, with rounded caudo-ventral angle, ventral margin concave, caudal region devoid of short stout setae. Connective longer than broad, broader distally. Aedeagus with poorly developed dorsal apodeme and preatrium, in lateral view broad near base, with lateral flange at midlength, strong median ridge in distal third and not reaching base of gonopore, on ventral margin, shaft extended beyond gonopore into bilobed structure with crenulate margin.

Measurements. Male 5.0–5.2 mm long, 1.6–1.7 mm wide across eyes.

Material examined. Holotype 3, Shaanxi, Zhouzhi, Zhongnanshan, 27.vi.1951. Paratypes: 23, data as for holotype ( NWAU).

Distribution. China (Shaanxi).

Etymology. The species name alludes to the declivous caudal lobe of the male pygofer.

Remarks. J. decliva sp. nov. has the male pygofer similar to that of J. longa Cai & He , but differs in having a greatly reduced dorsal apodeme and preatrium, a subapical ridge on the ventral margin of the aedeagal shaft and median lateral flanges.
