Etymology: From the Latin urbanus , of or belonging to a city, referring to the type locality where the new species was collected for the first time.

Male (n = 6)

Total length 1.6–2.6 mm. Wing length 1.18–1.48 mm. Total length/wing length 1.36–1.88. Wing length/length of profemur 2.33–2.65. Coloration blackish brown.

Head. Antennae with 13 flagellomeres, AR 0.96–1.07 (2), ultimate flagellomere length 347–450 (2); subapical setae length 30 (1). Temporal setae 6–9 (5), divided in 2–3 inner verticals, 1–3 outer verticals and 1–3 postoculars. Clypeus with 9–12 (5) setae. Tentorium 120–156 long, 20–30 wide. Stipes 100–116 long, 24–34 (5) wide. Palp segment lengths: 26–38 (5); 40–56: 100–124; 90–102 (5); 110–126 (5). Third palpomere without finger-like apical extension, without sensilla clavata.

Thorax. Antepronotum with 2–6 lateral setae. Dorsocentrals 12–20; acrostichals starting some distance from antepronotum, 10–18; supraalars 0–1; prealars 5–8. Scutellum with 8–10 (5) setae.

Wing ( Fig. 3A View FIGURE 3 ). Microtrichia visible at 100x magnification. VR 1.33–1.4. C extension 70–100. Brachiolum with 1 seta; R with 9–16; R 1 with 4–9; R 4+5 with 0–12. Squama with 2–4 setae. Anal lobe reduced.

Legs. Spur of front tibia 36–48 long; spurs of middle tibia 20 (1), the other spurs broken; of hind tibia: 18–20 (3) and 44–50 (4) long. Width at apex of front tibia 20–42; of middle tibia 30–38; of hind tibia 40–50. Comb with 9–13 setae. Pseudospurs absent. Lengths and proportions of legs in Table 1 View TABLE 1 .

Hypopygium ( Figs. 4A–B View FIGURE 4 ). Anal point bluntly isosceles triangle-shaped and hyaline, 42–64 long. Tergum IX with 16–21 setae, laterosternite IX with 3–5 setae. Phallapodeme 34–40 long; transverse sternapodeme 94–112 long. Virga 28–38 long. Gonocoxite 164–188 long, inferior volsella rounded; ending at 54–68 from apex of gonocoxite; ratio “inferior volsella ending from apex of gonocoxite/length of gonocoxite” 0.31–0.39. Gonostylus 74–88 long; crista dorsalis well developed; megaseta 10–12 long. HR 2.05–2.30; HV 2.00–3.17.
