Description. Male. Body length 4.2–4.5 mm. Head. Eye bare, the upper inner facets distinctly bigger than lower outer facets; fronto plate contiguous in the middle; frontal vitta black, without interfrontal setae and ocellar triangle; triangle on 2/5 of upper part of frons; frontal seta with 5–6 pairs; proclinate orbital seta absent; fronto plate and parafacial covered with sparse grey pruinosity; parafacial narrow towards lower part, the middle part about 1/2 of postpedicel in width; facial ridge without setulae; lunule dark brown, covered with grayish pruinosity; antenna black; arista dark brown and long ciliate, the longest cilia about 2/3 of postpedicel width; without distinctly facial carina; epistoma not projecting; vibrissal angle situated behind frontal angle; gena about 1/9 of eye in height; genal and postgenal hairs entirely black; prementum shining and 2x as long as high; labellum about 1/2 of prementum in length; without developed prestomal teeth; palpus blackish-brown, about 1.2x as long as prementum.

Thorax. Black in ground color, covered with sparse grey pruinosity, slightly shining; scutum with 4 indistinct black vittae; acr 0+1, anterior acr 4 rows; dc 2+3; ial 0+2; pra absent; notopleural setae 2; postpronotal setae 2; without outer posthumeral seta; scutellum same color as thorax, lateral and lower surfaces bare, basal scutellar seta strong, about 2.5x as long as small and short apical scutellar seta; notopleuron, basisternum of prosternum, anepimeron, katepimeron and meron bare; anterior anepisternal seta 1; no seta between the first and the second posterior anepisternal setae; katepisternal setae 1+2; katatergite covered with hairs; subalar sclerite bare; anterior and posterior spiracle brown, posterior spiracle small.

Wings. Black and light; tegula dark-brown; basicosta brown; subcostal sclerite without setula; costal spine short; ventral surface of C with hairs; Sc not bent as a bow; dorsal and ventral surface of radial node bare; crossveins r-m and dm-cu straight and not clouded; R 4+5 and M 1 slightly straight, distal part parallel each other; A 1 +CuA 2 short, A 2 straight and absolutely not around end of A 1 +CuA 2; calypter brown, lower calypter glossiform; halter brownish; halter knob wide and big, and triangle in profile.

Legs. Femora and tibiae yellow, fore femur and tarsi light brown, coxae and trochanter dark-brown. Fore femur without distinct av, no dentation on distal part; fore tibia without median p, 1 pre-apical dorsal seta; mid femur without distinct av, 2 pre-apical pd, 3-4 pv on basal 1/4; mid tibia with 2 p, 1 apical dorsal seta, without av and ad; hind femur with 4 av on basal 1/3, without pv, hind tibia with 2 av, without pd and pv, 1 pre-median ad, 1 apical dorsal seta, 1 apical av; hind coxa without pd; tarsi longer than tibiae. Fore leg claws shorter than pulvillus, claws about 4/5 of tarsomere 5 in length; mid and hind legs claws longer than pulvillus, claws about 2/3 of tarsomere 5 in length.

Abdomen. Dark-brown in ground color, short-subulate in dorsal view, covered with sparse grey pruinosity, slightly shining, without dark median vitta on tergites, posterior margin of tergite 3 without median marginal seta, tergites 4 and 5 with complete row of posterior marginal setae; tergite 4 with 2 strong discal setae, tergite 5 with 3 strong discal setae; sternite 1 bare; long triangle on lateral lobe of sternite 5 in ventral view; cerci heart-shaped; surstylus narrow and apical part slightly slant towards posterior part in profile, basal part wide; pregonite strongly sclerotized and plate-like, its distal half distinctly bent outwards; postgonite absent; basiphallus strong, distiphallus short and small, and without spinule on surface; epiphallua strongly sclerotized; phallapodeme slender; acrophallus with sclerotized area.

Female. Unknown.

Etymology. The specific name “scutiseta” is derived from two Latin words and refers to the extremely strong basal scutellar setae.
