Diagnosis. Palpus dark brown, 4.2 times as long as wide, blunt at tip. Upper 2/3 outer margin of epandrium horseshoe-shaped in posterior view; surstylus distally with upper blade of bifurcated tip swollen and lower one slightly swollen at tip.

Description. Male. Body length 1.8 mm; wing length 1.6 mm.

Head black with grayish microtomentum; orbital plate subshiny black with microtomentum, ocellar triangle brownish without microtomentum; lunule strap-shaped, brownish black. Posterior eye margin ventrally diverging from head margin; eye 1.4 times as high as long, gena approximately one-ninth of eye height. Setae and setulae on head black; ocellar triangle with 2 setae and 3 short setae; frons with 3 orbital and 2 frontal setae on brownish orbital stripe, orbital setae lateroclinate and frontal setae medioclinate, 4 interfrontal setae; postocellar setae converging. Lunule with 2 setae. Vibrissal angle relatively flat, approximately right-angle; vibrissa strong, located at level of lower eye margin. Antenna blackish brown with microtomentum; pedicel with short black setae at middle and margin, longest one about 3.5 times longer than others; first flagellomere with pubescence, irregularly quadrate; arista 3.5 times as long as first flagellomere, black, distinctly pubescent. Proboscis dark yellow, with short sparse black setulae at margin. Palpus dark brown, thick, tip blunt, with short dense black pubescence, margin with short sparse seta.

Thorax yellowish brown with grey microtomentum except mesonotum shiny blackish brown with sparse black microtomentum; scutellum dark brown with gray microtomentum. Setae and setulae on thorax black; 1 h, 2 dc, 1 ppl, 1 prsc, 2 npl, 1 prs, 1sa, 1 pa, 1 ia, 1 kepsts (10 setulae at forward position); scutellum 1.5 times wider than long, with pair of asc and bsc, asc 3 times longer than bsc. Legs slender, coxae and femora dark brown, tibiae yellow except hind tibiae yellow to brown, tarsi yellowish. Setae and setulae on legs black. Fore tibia with 1 black preapical dorsal seta. Wing hyaline, veins brown; M1 between r-m and dm-cu longer than dm-cu. Calypter yellowish, with brownish microtrichae, margin with brownish setulae. Knob of halter yellowish white.

Abdomen brownish yellow with gray microtomentum. Setae and setulae black; T2–T5 with setae at posterior 3/4, rowed marginal setae longer than others; sternites with sparse setulae. Posteromedial triangular projection of T1 into T2 strong; S2 generally horseshoe-shaped, S3 rectanglar, S4 generally subquadrate; S5 aproximately trapezoid, 2 times longer than wide. Male genitalia: upper 2/3 outer margin of epandrium horseshoe-shaped in posterior view, with 8 pairs of strong setae; surstylus with upper blade of bifurcated tip swollen and lower one slightly swollen at tip; cerci arched with short sparse setae.

Female. Unknown.

Type material. HOLOTYPE ♂, CHINA, Yunnan, Tengchong, Jietou, 25°25′N 98°39′E, 2012. V.9, Wenliang Li. PARATYPES: 2♂, CHINA, Yunnan, Baoshan, Baihualing, 25°17′N 98°48′E, 2012. V.12, Wenliang Li; 2 ♂, Baoshan, Dahaoping, 25°19′N 99°12′E, 2012. V.11, Wenliang Li; 1♂, Tengchong, Jietou, 25°25′N 98°39′E, 2012. V.9, Wenliang Li; 1♂, Yingjiang, Xima, 24°45′N 97°42′E, 2012. V.4, Wenliang Li.

Distribution. China (Yunnan).

Etymology. The specific name refers to the clavate palpus.

Remarks. This new species is somewhat similar to Phyllomyza japonica Iwasa from Japan, but can be easily separated from it by the surstylus longer with the upper blade of the bifurcated tip swollen and the lower one almost as long as the upper one. In Phyllomyza japonica , the surstylus has the lower blade of the bifurcated tip slender and slightly longer than upper one (Iwasa 2003).
