Description. Female. Fore wing length 3.0 mm.

Face medially as wide as high; face and frons smooth, eyes glabrous, dorsal ridge of face inbetween antennal sockets without a median prominence; face in profile slightly convex, edge of clypeus impressed, antennal sockets not on a distinct shelf (Hw/Fp = 6.8); subocular sulcus weak, bent towards occiput; maxillary palp reaching slightly beyond fore coxa. In dorsal view, head posteriorly slightly concave, temples distinct, about 0.3 × eye width, posterior ocellus separated from eye by 1.0 × ocellar diameter, anterior ocellus separated from eye by 1.9 × ocellar diameter, without ocellar-ocular grooves. Minimum distance between antennal sockets about diameter of socket; antenna with 23 flagellomeres which not gradually shortening towards apex; basal flagellomere widened apically, nearly 1.2 × as long as wide and about 0.4 × as long as scape; scape in frontal view slightly convex on inner surface.

Mesosoma smooth and polished; mesoscutum with short notauli anteriorly; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae complete, lateral longitudinal carinae present posteriorly as a stubs not reaching the level of spiracles, spiracles medium-sized.

Legs moderately broad; coxae polished, femora polished, coriaceous on posterior surface, tibiae and tarsi coriaceous granulate; hind coxa as long as first tergite, hind femur 2.5 × as long as high, hind tibia 4.2 × as long as apical width; tibiae with spine-like setae; hind claws enlarged.

Wings not particularly narrow; fore wing without areolet, vein Rs straight; nervulus oblique, slightly postfurcal; hind wing with nervellus intercepted at lower third.

First tergite elongate, apically slightly widening, 1.7 × as long as apically wide; in dorsal view, slightly wide at spiracles; coriaceous, with two posteriorly indistinct median longitudinal carinae, with transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite 1.0 × as long as apically wide; longitudinally strigose; basal thyridia oval, contrastingly coloured, second thyridia small raised roundish areas, contrastingly coloured. Remaining tergites slightly compressed, smooth and polished. Ovipositor slightly upcurved, narrowed in apical 2/3, without dorsal notch; ovipositor sheaths with distinct backward-pointing setae.

Body largely setose except eyes, pronotum, mesopleuron and metapleuron; setae few and scattered on propodeum and lateral sides of coxae and hind femora.

Dark brown except mouthparts, inner orbits up to occiput, tegula, fore and middle coxae, trochanters and trochantelli, and sternites creamy to light yellow. Face, clypeus, malar space, antenna, propleuron, pronotum ventrally and dorso-posteriorly, mesepimeron, posterior margins of second and third tergites, legs yellow to light-brown. Pronotum medially, hind coxa dorsally, metasoma from third tergite brown, hind femur infuscate dorsally.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Oaxaca).

Etymology. Named after the type locality, state Oaxaca ( Mexico).

Comments. Compared with the other species that have a completely papillate face, antennal sockets on a distinct but low shelf, glabrous eyes and areolet open, frontal orbits yellow up to occiput and hind femur 2.5 × as long as high, unlike in O. mexicanus and O. tamaulipecus .
