Material examined. Holotype ♀: México, Tamaulipas, Ocampo, 1.4 km de Joya de Manantiales , Red. Entom., 13.V.1995, leg. S. Nino M., C. Hernández V-H., Hernández MTZ ( UAT).

Description. Female. Body length 3.8 mm; fore wing 2.8 mm.

Face medially as wide as high, face papillate-pustulate, eyes not setose, dorsal ridge of face inbetween antennal sockets without a median prominence; face in profile almost straight, dorsally slightly impressed, edge of clypeus lightly impressed, antennal sockets on a moderately high shelf (Hw/Fp = 4.9); subocular sulcus distinct, sharp, bent towards occiput; maxillary palp fairly long, reaching beyond fore coxa. In dorsal view, head posteriorly moderately concave, temples distinct, about 0.3 × eye width, posterior ocellus separated from eye by 1.0 × ocellar diameter, anterior ocellus separated from eye by c. 2.0 × ocellar diameter, ocellar-ocular grooves faintly present. Minimum distance between antennal sockets about 0.4 × diameter of socket; antenna about as long as metasoma, with 23 flagellomeres which not gradually shortening towards apex, basal flagellomere 1.2 × as long as wide and about as long as 1/3 scape; scape with internal surface slightly convex, outer side slightly concave.

Mesosoma smooth and polished except mesopleuron with fine striations postero-ventrally and propodeum dorsally with abundant coriaceous microsculpture; mesoscutum with notauli present anteriorly; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae complete, lateral longitudinal carinae reach the level of spiracles; spiracles enlarged.

Legs stout; coxae and femora polished-coriaceous, tibiae and tarsi coriaceous-granulate; hind coxa 1.2 × as long as first tergite, hind femur very stout, 2.5 × as long as high, hind tibia 3.5 × as long as apically wide; tibiae with spine-like setae.

Wings not particularly narrow; fore wing with areolet closed, areolet oblique, about as wide as high, second recurrent vein (2m-cu) meeting areolet at apical 0.7, vein Rs slightly upcurved; hind wing with nervellus not intercepted.

First tergite apically widening, 1.3 × as long as apically wide; evenly coriaceous, with indistinct two posteriorly almost complete median longitudinal carinae, with weak transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite as long as apically wide; coriaceous, with shallow lateral impressions at apical third of tergite; basal thyridia rectangular/oval, not contrastingly coloured, second thyridia oval slightly raised areas at about middle of tergite. Third tergite coriaceous in basal 2/3. Remaining tergites polished. Ovipositor thin, straight, without notch; ovipositor sheaths with comparatively short backwards pointing setae.

Body largely setose except pronotum, mesopleuron and metapleuron; setae very scattered on propodeum and posterior sides of coxae.

Dark brown, except face, clypeus, malar space, lower frons, lower temple, base of antenna ventrally, propleuron, pronotum ventrally and dorso-posteriorly, subalar prominence, fore and mid legs except coxae and trochanters, yellow; mesosternum and hind coxa brown; hind legs light brown, except coxa dorsally, femur dorsally and apically, tibia except for basal light band and tarsus except first tarsomere basally, brown; mouthparts, tegula, fore and mid coxa, trochanter and trochantellus and sternites creamy to light yellow.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Tamaulipas).

Etymology. Named after the short and stout hind femora.

Comments. Compared with the other species that have completely papillate face, antennal sockets usually on a distinct but low shelf, glabrous eyes and areolet closed, antenna shorter, with 23 flagellomeres and hind femur very stout, 2.5 × as long as high, unlike in O. aztecus , O. collaris and O. winnertzii ; face papillate-pustulate, second tergite evenly coriaceous and lower frons yellow, unlike in O. sannio . Similar to O. asper but differs in slenderer basal flagellomere and second tergite, hind coxa brown, female face and lower frons yellow.
