Description. ♀. Apterous; body length 2.0 mm. Head brown-reddish, except anterior half of frons, malar space and clypeus testaceous; antenna brown, except scape testaceous and flagellomere 8 light; mesosoma brown-reddish, except mesoscutum almost completely yellow; petiole black; metasoma brown; legs testaceous. Antenna clavate; antennomeres in following proportions: 7:4.5:7:4:4:3.5:3.5:3.5:3.5:6. Head excavated (Fig. 175D), shiny, slightly granulate; frontal line complete; occipital carina almost completely absent (short track present behind ocellar triangle); POL = 1; OL = 2.5; OOL = 6. Palpal formula 3/2. Pronotum almost bare, crossed by strong transverse impression, with anterior collar shiny, unsculptured and with disc slightly granulate. Mesoscutum shiny, unsculptured, laterally without pointed apophyses. Mesoscutellum shiny, smooth, slightly sloping anteriorly. Metanotum short, granulate and about coplanar to mesoscutellum; sides of metanotum protruding, with pointed protrusions. Metapectal-propodeal disc shiny, setose, with top and anterior surface slightly granulate and punctate; propodeal declivity, mesopleuron and metapleuron transversely striate. Meso-metapleural suture distinct and complete. Protarsomeres in following proportions: 9:2:3.5:9:16. Enlarged claw (Fig. 176F) with one large subapical tooth and one row of eight lamellae. Protarsomere 5 (Fig. 176F) with two rows of 7 + 8 lamellae; apex of protarsomere 5 with 14 lamellae. Tibial spurs 1/0/1.
♂. Fully winged; body length 1.6–2.3 mm. Head black, except mandible testaceous; antenna brown; mesosoma and metasoma black; legs brown, except articulations testaceous. Antenna setose, filiform; antennomeres in following proportions: 3:3:4.5:4:4:4:4:4:4:5.5; antennomere 3 more than 3 × as long as broad: 5:1. Head dull and granulate in large ♂ paratype (2.00 mm length); in smaller paratypes head shiny and almost completely unsculptured; frontal line absent; occipital carina absent; POL = 4; OL = 2; OOL = 2; vertex with two oval smooth and shiny areas situated between lateral ocelli and eyes (areas not surrounded anteriorly by high carina). Palpal formula 4/2. Mesoscutum dull and strongly granulate in large paratype (length 2.0 mm); in smaller paratypes mesoscutum shiny and punctate or very slightly granulate. Notauli complete, posteriorly separated; minimum distance between notauli shorter than greatest breadth of lateral ocelli (1:1.5). Mesoscutellum and metanotum shiny, unsculptured. Metapectal-propodeal disc dull and completely reticulate rugose in large paratype (length 2.0 mm); in smaller paratypes metapectal-propodeal disc shiny, partly slightly reticulate rugose; propodeal declivity without longitudinal or transverse keels. Forewing hyaline, without dark transverse bands; in the forewing only costal cell surrounded by well pigmented veins, other basal cells surrounded by less pigmented veins; 2R1 cell open; 2r-rs&Rs vein regularly curved, with distal part longer than proximal part. Dorsal process of paramere (Fig. 173F) short and rising from medial region of paramere, with apex rounded. Tibial spurs 1/1/2.

Olmi reared from Syndelphax capellanus (Jacobi), SAM- HYM-P024846 (SAMC). Paratypes: same locality label as holotype, C. 26.I.2003 , B. 29.I.2003, Sf. 19.II.2003 , 2♂♂ (MOLC); same locality label as holotype, C. 26.I.2003, B. 30.I.2003, Sf. 23.II.2003 , 1♂ (SAMC); Western Cape, near George, N 12- Road to Montagu Pass junction, C. 25.I.2003 , B. 29.I.2003, Sf. 19.II.2003 , M. Olmi reared from Syndelphax capellanus (Jacobi), 1♂ (MOLC) .
