The leafhopper subgenus Empoasca (Livasca) was first described by Dworakowska &Viraktamath in 1978, with Empoasca (Livasca) malliki Dworakowska &Viraktamath as the type species. At present, there has only been one species reported worldwide. It is primarily characterized by the very broad subgenital plate which has the macrosetae are rather large and infuscated, and slender setae no longer than the macrosetae and forming irregular rows. The microsetae on the dorsal marginal area are very short and thin, arranged in a single row, and the row extends around the tip of the plate. The anal tube process not well developed. The ventral pygofer appendage exceeds the caudal margin of the lobe and has a very broad base and dissociated apical part. The connective is broad with the anterior margin thickened and the caudal margin narrow and incised medially.
