Uganda ( BMNH): Ankole- Toro border: 2”” and „, E of L. George, 4500 ft, 20–21 October 1911 (S. A. Neave) .

Holotype, „, length of body 6.4 mm, of fore wing 7 mm.

Head. Remaining antennal segments 6, length of third segment 1.3 times fourth, length of third and fourth segments 3.75 and 3 times their maximal width, flagellomeres with two ranks of placodes; length of eye in dorsal view 3.25 times temple; eyes with sparse and very short setae; temple directly narrowed posteriorly, weakly striate near eyes, punctate in upper part and coriaceous below ( figure 137 View FIGS ); OOL: diameter of ocellus: POL~5.0:2.0:3.0; frons smooth medially and shiny, striate laterally, punctate elsewhere; vertex convex, punctate; face convex, striatepunctate with long setae ( figure 96 View FIGS ); clypeus convex in lateral view and punctate; length of malar space one times basal width of mandible; malar suture present; occipital flange small and straight ventrally.

Mesosoma. Length of mesosoma 1.4 times its maximal height; side of pronotum irregular medio-anteriorly, medially crenulate, ventrally coriaceous and remainder smooth; mesopleuron sparsely punctate, smooth and shiny; precoxal sulcus complete with some surround punctures anteriorly ( figure 35 View FIGS ); metapleuron sparsely punctate, smooth and shiny between punctures; mesoscutum punctate; scutellar sulcus large with small carinae posteriorly; scutellum convex, smooth and shiny; propodeum convex with several transverse rugae medially, mid-longitudinal carina present anteriorly, surface irregular and punctate laterally; metapleural flange acute.

Wings. Fore wing: r: SR1z3-SR~10:50; 2-SR: r-m~9:8; second submarginal cell subsessile; subbasal cell setose anteriorly; vein 3-CU1 2.5 times longer than vein CU1b. Hind wing: 2-M coloured; membrane weakly setose basally.

Legs. Hind coxa with transverse rugae dorsally; lengths of hind femur, tibia and basitarsus 5.8, 8.3 and 9.7 times their widths, respectively; tibial spurs 0.46 and 0.3 times basitarsus; hind femur coarsely coriaceous-punctate, its ventral profile irregular in lateral view; hind tibia with six apical teeth.

Metasoma. First tergite 3.4 times longer than apically wide, coriaceous and shiny, medially concave in lateral view; T1 with a weak mid-longitudinal depression posteriorly; spiracles strongly protruding; second tergite smooth and shiny with a medio-basal convexity; T2 1.14 times longer than T3; second suture smooth, straight.

Colour. Brownish yellow. Telotarsi, apical third of hind tibia, hind tibial spurs, apical 0.3 of hind basitarsus, remainder of hind tarsus blackish; mid tarsus, apex of mid tibia, outer stripe on scapus and pedicellus, except ventral part of five to six basal segments all antennal segments dark brown; face, tegula and humeral plate yellowish; basal 0.65 of hind basitarsus whitish; wing membrane infuscate and a little bit more apically (hard to distinguish).

Females. As „ except for the following characters; remaining antennal segments 53, length of ovipositor sheath 0.5 times fore wing; ovipositor sheath black.

Remarks. This species seems to correspond to the description of S. testacea Enderlein, 1908 because of the infuscate fore wing and the length of T1. But we have chosen to describe it as new to allow the correct identification of specimens that are collected in the future.
