Diagnosis. A medium sized orange species, very similar to P. dolini but with the ovipositor longer and apically swollen. Additionally, the female is differentiated by vein 1/Cu in the hind which is as long as cu-a, while the male has a darker mesosoma .

Description. FEMALE (10 specimens). L: 9.5, 10.1 (9.5–11.1).

Head. Temples rounded. Frons punctate with some dorsal transverse and ventral vertical evanescent wrinkles. Face densely punctate-shagreened. Clypeus wide and transverse (Ci = 2.5), sparsely punctate. Clypeal fovea deep. Malar space long (MLMi = 1). Antenna with 45–48 flagellomeres.

Mesosoma . Densely punctate-shagreened except the smooth enlarged speculum and a small rather smooth area on pronotum. Scutoscutellar groove with longitudinal wrinkles. Scutellum moderately convex with lateral longitudinal carina on 0.5 its length. Propodeum coarsely punctate with distinct carinae. Hind wing with 1/Cu as long as cu-a.

Metasoma. Tergite II slightly shorter than tergite I. Postpetiole, tergite II and basal part of tergite III striate, the remaining tergites alutaceous and shining. Ovipositor long (OTi = 2.5–3) with tip conspicuously swollen.

Color. Yellow-orange overall. Some specimens with testaceous markings on mesonotal lobes. Flagellum and ovipositor sheath black. Wings slightly infuscate, pterostigma black.

MALE. (8 specimens) L. 10.0 (9.2–10.9). Propodeal carination stronger than female, otherwise structurally similar. Strong sexual color dimorphism: head yellow, frons centrally, vertex and occiput black. Mesosoma orange with black spots on sternum, pleurae, meso- and metanotum. Tergites 1 and 2 black, the following orange. Leg orange with hind tibia and tarsus dark brown.

Etymology. Named for Serge Quilici.
