Adult habitus. General body color yellowish brown. Biocellate, black rings around ocelli nearly connected. Head pale, with poorly delimited darker markings behind M-line, and distinct brownish rugosities throughout the pale pronotal disc. Antennae and palpi brown. Compound eyes black, large and bulging, render the head obviously wider than pronotum ( Fig. 1a View FIGURE 1 ). Legs pale brown; wing membrane pale, veins brown; Rs two-branched, the angle Cu 2 arising from Cu 1 typical of the genus. Abdominal segments brownish, terminalia darker.
Male. ( Figs. 1–3 View FIGURE 1 View FIGURE 2 View FIGURE 3 ) Forewing length ca. 7.8 mm. Sternum 7 with distinct ventral brush. Tergum 8 with poste- rior margin extended and more pigmented. Tergum 9 with two lateral groups of sensilla basiconica ( Figs. 1b View FIGURE 1 , 2c View FIGURE 2 ). Hemitergal process of tergum 10 with anteriorly curved sharp apex.
Aedeagus ( Figs. 1 View FIGURE 1 d–2a, 3). Before eversion the tube slender and S-shaped in lateral aspect. Dorsal sclerite enlarged and extended encircling entire lateral and partial ventral margins, with two ventrolateral groups of tiny spines, some of which abraded during the eversion. Aedeagal sac ca. 1.5X as long as tube; basal half robust and straight whereas distal half strongly curved ventrally, with a subapical bulge before a bald finger-like, membranous apex. Everted sac basally mostly covered by sharp spinules next to a narrow bald band after dorsal sclerite; distal half with a dorsally interrupted basal ring of large black hooks; remainder of similar sized hooks in lateral aspect forming 2–3 irregular rows ending immediately before granuled subapical bulge; additional tiny hooks scattered irregularly partially on lateral and ventral surfaces.
Female. Unknown.

Etymology. The patronym honors Professor Peter Zwick, Schlitz, Germany who made major contributions to the taxonomic knowledge of this genus.
Distribution. Vietnam (Quang Binh Province).
Remarks. The S-shaped aedeagal tube may place this species as a member of the P. pallipennis species group ( Zwick 1982). The new species seems most closely related to P. hainana Li & Qin, 2016 from Hainan, China. However, the aedeagal sac of P. hainana has fewer black hooks and lacks a ring of hooks, whereas an incomplete ring of larger hooks occurs on the aedeagal sac of the new species. The new species can be separated from the other two Vietnamese species of this group, P. namcattien Cao & Bae, 2009 and P. malayana Zwick, 1982 by the long and curved aedeagal sac. The aedeagal sac of the above two species are either nearly straight as in P. malayana or short as in P. namcattien .
