Etymology. The species is named for Dr. John Noyes, for his contribution to the knowledge of world Chalcidoidea and for making the study of these fascinating insects a much easier task through the Universal Chalcidoidea Database.
Diagnosis. Body black, without metallic reflections; clypeal margin not incised (cf. Figs 1–2); antenna with F4–F5 large, with sensilla, and F1–F3 strongly compacted together and progressively increasing in diameter (cf. Fig. 4); mesosoma strongly arched dorsally (cf. Fig. 9); forewing with narrow bare area on upper side of wing between R and apical margin; ovipositor sheaths from slightly shorter than to slightly longer than half length of hind tibia (Fig. 28); pecten about 3/4 length of hind tibia (cf. Fig. 15).
Description. Female.
Body length. 1.25–1.5 mm.
Color. Body black, without metallic color, except on head where some pale greenish reflections sometimes are present. Eye light red. Antenna and legs brown, tarsi yellowish-brown. Tegula and venation brown, wings hyaline.
Head. Width about 1.1–1.2X height in frontal view and about twice length in dorsal view. POL about 1.3– 1.5X OOL. Eye height about 1.3X length. Malar space about 0.4X as long as eye height. Scape shorter than both eye height and eye length; combined length of pedicel and flagellum almost as long as head width; pedicel length in lateral view about 1.5–1.6X width; F1–F3 small, anelliform, without sensilla, closely compacted together and increasing in size, thus more or less cone-like; combined length of F1–F3 less than half length of pedicel; F4–F5 large, with sensilla, width about 1.4–1.7X length; clava length about 2.1–2.3X width.
Mesosoma. Strongly arched dorsally, length about 1.4X width and about 1.5–1.6X height. Forewing length about 2.2–2.3X width; basal cell mostly bare, with 8–11 hairs in distal part; speculum moderately wide and reaching R; stigma moderate, somewhat longer than wide, trapezoidal; with narrow bare area on upper side next to R extending towards apical margin, but bare area completely effaced by hairs on ventral side; M about 4.2–5.6X as long as R, P slightly shorter than R. Pecten fairly regular, more sparse in anterior part, about 3/4 length of hind tibia.
Gaster (Fig. 28). About as long as head plus mesosoma, length including ovipositor sheaths about 2–2.6X width, progressively widening from base to tip. Hypopygium reaching about 2/3–3/4 length of gaster. Ovipositor sheaths from slightly shorter (usually) to slightly longer than half of hind tibia.
Male. Unknown.
Material examined. HOLOTYPE (Ψ): JAPAN: ‘ JAPAN: Honshu, Iwate, Morioka, 21. V–19. VI. 1989, H. Makihara & M. J. Sharkey, 400 m, MT’, ‘Exp. For. of Iwate University’ ( CNC).
PARATYPES (2 Ψ): JAPAN: same information as holotype ( CNC).
Comments. This new species most closely resembles M. penetrans from which it differs mainly in the greater convexity of the mesosoma, and M. gibsoni sp. nov. from which it differs mainly in the length of ovipositor sheaths.
