Description. Body with specific bright color pattern. General coloration yellowish orange; crown bright yellow, with a pair of conspicuous brown dots; pronotum and scutellum yellowish with some hypodermal brownish markings.

Pronotum with anterior margin roundly produced, posterior margin almost straight; scuteller suture prominent. Forewing elongate, yellowish orange with brownish darkening along costal margin and at apex of clavus; claval suture lightened; apical cell hyaline. Second abdominal sternal apodeme in male with posterior lobes well sclerotized, rounded apically.

Male genitalia. Pygofer lobe with dorsal margin convex medially; caudodorsal margin roundly produced apically without bristles. Subgenital plate moderate, twice as long as genital valve; outer margin concave, roundly produced apically, with 4 macrosetae at lateral surface and several rows of microsetae. Style flattened and truncate apically, bearing lateral angular projections; connective T-shaped, equal length of its base and branches. Aedeagal shaft tubular, flattened medially, gradually narrowing with blunt apex, semicircularly bent in lateral view; gonopore apical on ventral surface.

Length. Male 3.9–4.1mm, female 4.2–4.4 mm.

Material examined. Korea, Gangwon Province: 1 male & 7 females, Mt. Odaesan , 19.IX.1982 , Y.J. Kwon; 1 male & 5 females, Mt. Seoraksan , 29.VII.1982 ; 1 female, same locality, 30. VI.1984 , all same collector.

Distribution. Korea (new record: Central), Japan (Honshu), Russia (European part, Maritime Territory), Europe.

Host plants. Fraxinus sp. (cf. Gnezdilov, 2014), Siringa amurensis (cf. Dworakowska, 1993b) Syringa henryi (cf. Gnezdilov, 2014; Gnezdilov et al., 2008; Söderman, 2005), Syringa josikaea , Syringa persica (cf. Söderman, 2005), Syringa reflexa (cf. Söderman, 2005), Syringa reticulate (cf. Söderman, 2005), Syringa sp. (cf. Nickel, 2008), Syringa vulgaris (cf. Gnezdilov, 2014), Viburnum opulus (arrow-wood) (cf. Vilbaste, 1968).
