Description. Female holotype. Body length 7.0 mm, fore wing length 4.4 mm.
Head. Antenna with 31 flagellomeres; basal flagellomeres relatively slender, first flagellomere 2.5× longer than wide apically. Head transverse, width 2.3× its length in dorsal view. Temple narrow behind eye, in dorsal view 0.4× as long as eye width. Interocellar distance 2.5× ocello-ocular distance, 2.0× between median and lateral ocelli and 2.0× diameter of ocelli. Inner eye orbits indented and weakly convergent ventrally. Genal carina not bent outwards ventrally, reaching hypostomal carina before mandibular base. Malar space 0.6× as long as basal width of mandible. Face rugulose-punctate, flat in profile, narrowed ventrally, minimal width of face 0.6× as long as eye length and 0.8× as long as width of frons. Clypeus rugulose, weakly convex in profile, apical margin convex.
Mesosoma. Pronotum rugulose-punctate above, trans-striate below. Mesoscutum granulose, rugulose in notaulic area. Scutellum and metascutellum rugose. Mesopleuron granulate-rugulose above, weakly trans-striate below subtegular ridge; speculum mat. Metapleuron rugose, with lower portion rugose, juxtacoxal carina distinct. Propodeum rugulose on sides, strongly rugose dorsally, with median groove broad and shallow, trans-striate; basal carina close to base; median longitudinal carina distinct; lateral longitudinal carina absent; apical transverse carina distinct on sides and costulae distinct; propodeal spiracle oval.
Wing. Fore wing areolet small with a short stalk emitting second recurrent vein from its apical part. Radial cell very short, distal part of radial vein 2.0× longer than the proximal one. Nervulus distad of basal vein by 0.2 its length. External angles of discal cell acute (75°). Hind wing with nervellus almost vertical, not intercepted.
Legs. Hind femur 5.0× longer than wide. Inner spur of hind tibia 0.8× as long as first tarsomere of hind tarsus.
Metasoma. Metasoma cylindrical. First tergite short, stout, strongly widened apically, 3.3× longer than its apical width, 1.6× longer than second tergite, 1.1× longer than hind femur. Second tergite 1.5× longer than its apical width; thyridium circular, its distance from basal margin of tergite about 1.5× its length. Third tergite slightly shorter than its apical width. Ovipositor sheath short, not extending behind metasomal apex.
Colour. Black. Mandible except teeth black. Scape and pedicel brown. Tegulae yellow. Coxae black; fore leg femur black with apically yellowish brown, tibia yellowish brown, tarsomere blackish brown; mid leg black with base of tibia whitish; hind leg black with base of tibia and base of first tarsomere whitish. First and second metasomal tergites black, third to fifth tergites reddish brown, remainder blackish.
Variation. Antenna with 30–33 flagellomeres; first flagellomere 2.3–2.5× as long as wide apically. Interocellar distance 2.7–3.2× ocello-ocular distance. Malar space 0.5–0.6× as long as basal width of mandible. First tergite 3.0–3.4× as long as its apical width; 1.3–1.6× as long as second tergite.
Male. Propodeum structure stronger than female. Otherwise similar to female.
Distribution. China (Fujian, Jilin, Liaoning, Shandong, Sichuan, Xizang, Zhejiang).
Comparison. This new species is similar to C. nigripes (Gravenhorst 1829) , but differs from the latter by propodeum with a distinctly regular medio-longitudinal carina, interocellar distance 2.5× ocello-ocular distance, antenna with 30–33 flagellomeres, areolet emitting second recurrent vein from its apical part and hind tibia white basally.
Etymology. From “albus” (Latin for “white”) and “fundus” (Latin for “base”) refer to its mid and hind tibia white basally.
