Description. MALE. Body length: 2.47–3.05 mm. Color: dark brown; palpi, mandible and pedicel yellowish; scape, tegula and legs (except hind tibia that are dark brown) yellowish brown; parastigma clear brown; pterostigma mostly brown with a little whitish at the ends.

Head: ovoid; vertex not convex; 21 antennal segments, third segment 1.33–1.57X longer than fourth, length of third, fourth and penultimate antennal segment 5.00–5.50, 3.50–4.00 and 1.20–1.25X their width, respectively; last antennal segment without fusion of two segments; eye length 1.05–1.16X longer than temple; maximum width of head 1.76–2.09X its minimum width (dorsal view); frontal suture superficial; malar suture present; malar space 1.33–1.75X as long as basal width of mandible; area in front of occipital carina crenulate; frons and vertex with some setae; face with some setae. Mesosoma: mesosoma length 1.31– 1.44X its height; pronotum reticulate rugose; posterior margin of epicnemial carina crenulate; epicnemial area superficially microstriate; precoxal sulcus rugose; metapleural flange medium size and truncated; notauli narrow, anteriorly crenulate and posteriorly rugose; mesoscutal lobes smooth, slightly convex; scutellum largely smooth with some wrinkles, its lateral carina distinct, slightly projecting apically; propodeal tubercles absent; propodeum rugose but with distinct median and lateral carinae, posterior surface reticulo-rugose. Wings: forewing with parastigma large; r inclivous; 3RS weakly curved basally; 1CUa 0.48–0.62X as long as 1CUb; r 0.19X as long as 3RS; 3RS 3.70X as long as 2RS; first discal cell more or less truncated anteriorly; forewing length 2.40–3.21 mm; hind wing with vein cu-a present. Legs: hind coxa dorsally rugose; length of femur, tibia and basitarsus of hind leg 8.09–8.80, 12.86–15.14, and 11.00–11.50X their width, respectively; arolia small. Metasoma: Length of first tergite 2.27–2.78X its apical width, superficially striate-rugose, dorsal carinae distinct over basal two-fifths, spiracle slightly projecting. Genitalia: aedeagus in form of bottle, wider in its medial part and pointed, with a medial deep channel; gonoforceps more or less pointed with some setae distributed of the medial part at the apex; digitus with six teeth; cuspis with some spines; lamina volsellaris with three setae.

FEMALE. Similar to male, except fore and middle legs have large, black bristles in tarsal claws; tarsal claw of hind leg with small, brown bristles; 20 antennal segments; ovipositor sheath 0.18–0.20X longer than forewing length.

Etymology. The specific name basitarsis was chosen because this species has a very long hind basitarsus. Distribution records. MEXICO (Chiapas, Estado de México, Guanajuato, Guerrero, Michoacán, Morelos, Oaxaca, Puebla and Tamaulipas).

Comments. This species is near B. collaris (Ashmead) and B. epitolus Achterberg , and runs to the couplet containing these two species in the key to New World species of Blacus (Ganychorus) in Achterberg (1988: 90–92); and is also near to B. julianae Sánchez & Figueroa sp. nov. The four species are distingued by the following modified key:

The male genitalia of B. basitarsis is similar to B. ruficornis and B. julianae , however in B. julianae the apical portion of the aedeagus is wider than the other two species; also in B. julianae the lamina volsellaris has six setae while in B. ruficornis and B. basitarsis there are only three setae.
