Type material: Holotype male, TANZANIA: Tanga, West Usambara Mountains, Mazumbai , Malaise trap, 29.xi.1990, ZMBN's Tanzania Expedition ( ZMBN Type No. 435) . — Paratypes; 3 males, same data as holotype ; 7 males, same data as holotype except Nov. 1990 , 4 males, same data as holotype except 1–8 viii 1991 ( ZMBN, UMSP, BMNH, CNC, ZSM) .

Diagnostic characters: The species differs from P. soelii in having tergites I–III and most of tergite VI and VII pale, and possibly in the much higher LR 1.

Male imago (n = 10, except when otherwise stated)All measurements and ratios within the range of variation of H. soelii with the following exceptions and additions: Wing ( Fig. 39 A View FIGURE 39 ) length 1.04–1.42, 1.24 mm (15); tergites I–III and most of tergites VI and VII pale, otherwise dark brown. AR 0.61–1.27, 0.93 (14); terminal flagellomere 225– 369, 321 µm (14) long; temporal setae ( Fig. 39 B View FIGURE 39 ) 8–12, 10, including 5–9, 6 inner verticals some reaching 50–70 µm in length; clypeus with 2–5, 4 setae; third palpomere ( Fig. 39 C View FIGURE 39 ) with–3–5, 4 sensilla clavata; dorsocentrals 9– 15, 10; VR 1.35–1.53, 1.40; costal extension 50–103, 82 µm long; R 4+5 ending slightly distal to apex of M 3+4; spur of front tibia 39–48, 43 µm long, spurs of middle tibiae each 24–27, 26 µm, of hind tibiae 41–59, 46 µm and 21–30, 25 µm long; width at apex of front tibia 39–48, 43 µm, of middle tibia 24–27, 26 µm, of hind tibia 30–39, 34 µm; comb with 10–13, 11 setae; all tarsomeres of front and middle legs lost and presumed hind tarsomeres loose in sample jar; lengths and proportions of hind leg as in Table 20. Lengths of front and middle femur 360–513, 438 and 401–540, 492 µm; of front and middle tibiae 405–567, 487 and 414–522, 494 µm; hypopygium ( Fig. 39 F View FIGURE 39 ) with 10–18, 13 setae on tergite IX; phallapodeme with apical, rounded partly sclerotized rounded projection; transverse sternapodeme 39–66, 51 µm long; virga ( Fig. 39 E View FIGURE 39 ) 32–57, 48 µm long, about 3/4 as long as gonostylus, with fine spinules near apex; gonocoxite with accessory lobe reaching to 0.69–0.79, 0.74 gonocoxite length.

Distribution

The species is only known from the type locality, near a mountain stream in Tanzania.
