Length 3.1 mm. General color yellow-orange ( Fig. 2). Head with anterior margin moderately pronounced medially; ocelli yellow; eyes brown; face somewhat longer than wide. Pronotum little shorter than crown, margin of laterobasal angles slightly exceeding head width. Scutellum with basolateral triangles white.
Forewings ( Fig. 22 View FIGURES 22 – 31 ) translucent, cell I not reaching wing apex. Hind wings ( Fig. 23 View FIGURES 22 – 31 ) translucent with CuP confluent with submarginal vein in basal half.
Male genitalia. Subgenital plate ( Fig. 24 View FIGURES 22 – 31 ) long and thin, base with internal folds forming oval laminar structure, narrowed and strongly sclerotized; uniseriate setae distributed from base near outer margin to apical region; five macrosetae in basal third followed by smaller, delicate, and sparse marginal ones, few macrosetae along midline of apical half. Pygofer ( Figs 25–26 View FIGURES 22 – 31 ) with margin slightly rounded, posteroventral angle reduced; small setae sparsely distributed near posterodorsal margin; process long, anteroventral in origin, extended along ventroposterior margin, apex acute, turned dorsad, slightly exceeding length of pygofer; anal hook robust, extending transversely to near ventral margin, apex divided into two finger-shaped projections, anterior one long and straight, posterior one curved (approximately ¼ of length of anterior one). Stylus ( Figs 27–28 View FIGURES 22 – 31 ) long, outline slightly sinuate, preapical lobe undeveloped; apical region slightly curved, with single ventrolateral seta long and thick, and about seven teeth on inner side of bend; apex acute. Connective ( Fig. 29 View FIGURES 22 – 31 ) robust, "Y" shaped. Aedeagus ( Figs 29–31 View FIGURES 22 – 31 ) with long preatrium; atrial region very broad; two pairs of slender processes near base of stem, ventral pair approximately half length of stem, ventrolateral pair slightly longer than half length of ventral pair; dorsal apodeme reduced; stem long, apical half laterally compressed, bent, hooked dorsad; apex finely ornate with small nodules; gonopore ventral, subapical.
Holotype. 1 ♂, Mata do Paraíso , Viçosa , Minas Geais, Brasil, 11/v/1988, P.S.F. Ferreira [ DZRJ].
Etymology. The name is given in honor to Peter Henry Rolfs (1865–1944), founder of the "Escola Superior de Agricultura e Veterinaria" (College of Agriculture and Veterinary), which later became the "Universidade Federal de Viçosa " (Federal University of Viçosa ).
Comments. The aedeagus of Joruma phrolfsi sp.nov., with long preatrium and enlarged atrial region, resembles that of J. neascripta Oman, 1937 . The robust anal hook, divided into two branches is somewhat like that of J. abernardesi sp.nov., but differs by the orientation of the branches and the general appearance. J. phrolfsi sp.nov. can be distinguished from all other species of genus Joruma by the presence of two pairs of ventral atrial processes and the presence of a ventral process on the pygofer. These characteristics were not previously recorded for the genus, except for one undescribed species mentioned by Young (1957).
