Diagnosis. Palpus brown except blackish brown at tip. Mesoscutum: presutural dorsocentral seta before horizontal level of presutural acrostichal setulae. Scutellum shiny blackish brown, with 1 grayish white median spot and a pair of grayish white lateral spots on basal. Fore femur with 4 strong posterior ventral setae and hind femur with 3 strong anterior ventral setae. Wing with 10 white radiating stripes along margin between tips of R 2+3 and CuA 1, irregular round hyaline spots in brown central area. Surstylus consisting of long claviform anterior process with setulae and broad truncate posteroapical process in lateral view.

Description. MALE. Body length 2.9–3.6 mm, wing length 4.1–5.0 mm. FEMALE. Body length 3.0–4.0 mm, wing length 4.2–5.0 mm.

Head ( Fig. 11 View FIGURES 11–15 ) mostly pale yellow. Face pale yellow, with brown V-shaped median spot, brown groove near ventral margin and brown median spot on ventral margin; parafacial pale yellow except blackish brown inner margin, with narrow brownish median stripe on dorsal 1/2 and an elliptical brown ventroapical spot. Frons wider than long slightly, trapeziform (anterior margin shorter than posterior margin), with pair of narrow brownish median stripes, extending to vertex; ocellar triangle blackish gray, ocellar seta developed, longer than anterior fronto-orbital seta, anterior fronto-orbital seta longer than half length of posterior fronto-orbital seta; fronto-orbital seta each with 1 blackish brown basal spot fused to a narrow stripe. Gena with blackish brown spot near posterior ventral margin of eye, about 1/5 height of eye. Occiput with grayish pruinosity.Antenna yellow, flagellomere 1 pale brown on margin, apex narrow and near subuliform, about 1.6 times longer than high; arista blackish brown, pubescent, with short setulae. Brown triangular spot present between eye and antenna. Proboscis pale yellow, with yellowish and blackish setulae; palpus brown except blackish brown at tip with black setulae.

Thorax ( Fig. 14 View FIGURES 11–15 ) brown, with grayish yellow pruinosity. Mesoscutum with pair of narrow brown median stripes extending from anterior margin to presutural acrostichal setulae, posterior margin of postpronotum surrounded by brown line, 3–4 brown spots scattered between dorsocentral and supraalar setal rows, pair of small black triangular posterior marginal spots extending to scutellum; 1+3 dorsocentral setae, anteriormost post-sutural dorsocentral seta near transverse scutal suture, presutural dorsocentral seta before horizontal level of presutural acrostichal setulae, 1+2 acrostichal setulae (not including prescutellar seta) and in 2 rows, 1st post-sutural acrostichal setulae on transverse scutal suture; prescutellar seta almost as long as anteriormost postsutural dorsocentral seta; dorsocentral seta, acrostichal setulae and prescutellar seta each with 1 brown basal spots. Anepisternum and katepisternum brown with grayish pruinosity; anepisternum with 2 median brown spots fused together and 1 brown spot on lower margin, 2 anepisternal setae (posterior anepisternal seta strong) and 3–4 short setulae; katepisternum brown irregular on dorsal margin, 2 katepisternal setae. Scutellum shiny blackish brown, with 1 grayish white median spot and a pair of grayish white lateral spots at base. Legs yellow except tarsomeres 3–5 brown; femur with brown subapical spot on ventral side, fore femur with 1 brown spot on basal dorsum, tibia with 1 subbasal ring. Fore femur with 4 strong posterior ventral setae and 6 posterior dorsal setae; fore tibia with 1 long dorsal preapical seta and 2 short apical ventral setae. Mid femur with 5 anterior setae and 1 apical posterior seta; mid tibia with 1 strong dorsal preapical seta and 1 strong apical ventral seta. Hind femur with 3 strong anterior ventral setae and 1 preapical anterior dorsal seta; hind tibia with 1 dorsal preapical seta and 1 short apical ventral seta. Wing ( Fig. 12 View FIGURES 11–15 ) almost brown, with 10 white radiating stripes along margin between tips of R 2+3 and CuA 1; irregular round hyaline spots in brown central area; costa with 2nd (between R 1 and R 2+3), 3rd (between R 2+3 and R 4+5) and 4th (between R 4+5 and M 1) sections in proportion of 3.7: 1:1; r-m beyond middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1.6: 1; ultimate section of CuA 1 about 1/11 of penultimate. Halter brown, stem yellow.

Abdomen ( Fig. 15 View FIGURES 11–15 ) shiny dark yellowish brown, but syntergosternite and epandrium brownish yellow; tergites 2–6 with 3–5 pairs of grayish white lateral spots and 5 pairs of setae on posterior margin, tergites 1–6 each with narrow grayish white median spot on anterior margin, formed 1 discrete grayish white longitudinal stripe. Male genitalia ( Figs. 16–20 View FIGURES 16–20 ): syntergosternite slender, circular with pair of small ventral processes in anterior view; epandrium with 4 rows of dorsal setae, each with brownish basal spot; surstylus consisting of long claviform anterior process with setulae and broad truncate posteroapical process in lateral view, anterior process with 1 small median anterior process, posterior process with 1 preapical anterior process; hypandrium broad, weakly sclerotized, trapezoidal in ventral view. Gonopod claviform and long, slightly curved inwards in ventral view, each with 2 long setulae on apical and near base; phallus with pairs of process on near base and apical in ventral view, apex curved dorsally in lateral view, almost vertical to phallus; phallus without apical concavity. Phallapodeme as long as 1/2 length of phallus.

Distribution. China (Yunnan, Sichuan)

Remarks. The new species is very similar to Noeetomima nepalensis Stuckenberg from Nepal, but N. lijiangensis can be separated from the latter by the arista being blackish brown; the hind femur having 3 anterior ventral setae; phallapodeme as long as 1/2 length of phallus.

Etymology. The specific epithet is named for the holotype locality Lijiang.
