Description of Female. Apterous; length 2.6–4.0 mm. Head black or brown-reddish, except mandible, clypeus, part of gena and anterior region of face between antennal toruli yellow; antenna yellow, except segments 8–10 or 5–10 brownish (in specimen from China, Gaoligongshan National Nature Reserve, antenna brown, except segments 1–2 and part of 3 testaceous); pronotum brown-reddish, occasionally mostly black; rest of mesosoma black (in specimen from China, Gaoligongshan National Nature Reserve, mesosoma completely black); metasoma brown; legs testaceous, except coxae and clubs of femora brownish (in specimen from China, Gaoligongshan National Nature Reserve, distal extremities of tibiae brown). Antenna clavate; antennal segments in following proportions: 6:5:13:7.5:6:6:5.5:5.5:5.5:7. Head excavated, with face shiny and unsculptured; temple, vertex and occiput dull, granulated; frontal line complete; occipital carina absent; POL = 1; OL = 1.5; OOL = 7; greatest breadth of posterior ocelli about as long as POL; temple less than 0.5 as long as eye. Palpal formula 5/2. Pronotum crossed by strong transverse impression, with anterior collar shiny and unsculptured and disc granulated. Scutum shiny or dull, granulated and with some longitudinal keels, laterally without pointed apophyses. Scutellum flat, shiny. Metanotum transversely striate, not hollow behind scutellum. Metathorax + propodeum dull, with anterior surface granulated and posterior surface transversely striate; mesopleuron not transversely striate; metapleuron transversely striate. In specimen from China, Gaoligongshan National Nature Reserve, mesopleuron completely transversely striate. Meso-metapleural suture obsolete. Segment 1 of protarsus of holotype longer than segment 4 (12:10). Protarsal segments of specimen from China, Gaoligongshan National Nature Reserve, in following proportions: 15:2:5:13:20. Enlarged claw ( Plate 127H View PLATE 127 ) with one small subapical tooth and one row of two–eight peg-like hairs, occasionally in addition to one–four bristles. Segment 5 of protarsus ( Plate 127H View PLATE 127 ) with inner side proximally not serrated, with two rows of 10–16 lamellae; distal apex with 5–10 lamellae. Tibial spurs 1/0/1.

Description of Male. Fully winged; length 2.6 mm. Head black, except mandible testaceous; clypeus medially black, laterally testaceous; antenna brown, except segment 1 testaceous; mesosoma black; metasoma brown; legs testaceous, except coxae, femora and tibiae partly brown. Antenna filiform; antennal segments in following proportions: 5.5:5:10:9:8:8:8:8:7:10; antennal segment 3 less than four times as long as broad (10:3). Head dull, reticulate rugose; frontal line absent; occipital carina absent; temple distinct; POL = 9; OL = 3; OOL = 4; greatest breadth of posterior ocelli as long as OL; region between posterior ocelli and eyes weakly excavated, ovoidal and rugose. Palpal formula 5/2. Scutum dull, granulated. Notauli complete, posteriorly separated; minimum distance between notauli longer than greatest breadth of posterior ocelli (4:3). Scutellum granulated, dull. Metanotum shiny, smooth, unsculptured. Propodeum shiny, smooth, granulated and very weakly rugose, without longitudinal or transverse keels. Fore wing hyaline, without dark transverse bands; distal part of stigmal vein much longer than proximal part (19:10). Dorsal process of paramere ( Plate 128A View PLATE 128 ) slender and with distal apex rounded. Tibial spurs 1/1/2.

Material examined. Types: ♀ lectotype (designated by Olmi, 1982): INDONESIA: Java, Pekalongan, 1907, F. Muir leg. ( BPBM) . Paratypes: same locality label as lectotype, 4♀♀ ( BPBM). Other material. CHINA: Yunnan, Gaoligongshan National Nature Reserve, 1–18.VIII.2005, Juanjuan Ma & Yali Cai leg., 1♀ ( SCAU). INDIA: Karnataka, Raichur ( DEBI, GCC); Delhi, Indian Agricultural Research Institute Area, 3.X.1979, Z. Bouček leg., 1♀ ( BMNH); same locality label, 14.X.1979 ( AMNH). INDONESIA: Java, Pekalongan, 1907, F. Muir leg. , 1♀ ( AMNH); same locality label , 4♀♀ ( BPBM); Java, Roban, F. Muir leg. , 1♀ ( BPBM); Sumatra, Serdang, 13.VIII.1928 ( BMNH). Palaearctic: Mita (2012) listed G. javanus from some Japanese localities: JAPAN: Honshu , Nigata Pref., Sadoga-shima , Nagaishihama (seashore), 10.IX.2010, T. Mita leg. , 2♀♀ and 2♂ ( ELTU); Honshu, Kyoto Pref., Kyôtango-shi, Kuzunohama , 18.IX.2007, T. Mita leg. , 1♀ ( ELKU) .

Hosts. Cicadellidae ( Guglielmino & Olmi, 1997) : in India: Doratulina sp. ( Guglielmino & Olmi, 1997); in Indonesia (Java): Deltocephalus sp. (R. Perkins, 1912; Olmi, 1984).

Distribution. China (Yunnan), Indonesia (Java, Sumatra), India (Karnataka, Delhi), Japan (Honshu).

Remarks. Mita & Matsumoto (2012) have described for the first time the male of G. javanus . The association of the opposite sexes was determined with mitochondrial COI sequence (first application of this technique to sex association in dryinids).
