Description of Female. Fully winged; length 1.7–1.9 mm. Head black, except mandible testaceous; antenna testaceous, except segments 4–10, or 5–10, or 7–10 darkened or brown; mesosoma and metasoma black; legs testaceous. Antenna clavate; antennal segments in following proportions: 3:4:5:5:4.5:4.5:4:4:4:5. Head dull, granulated; frontal line incomplete (in four specimens from China, Yunnan, 28°00'N 103°51'E, frontal line complete); POL = 6; OL = 3.5; OOL = 3; OPL = 2.5; TL = 3; occipital carina complete. Scutum, scutellum and metanotum dull, granulated. Holotype with notauli reaching about 0.3 length of scutum; in other specimens notauli absent. Propodeum with dorsal surface reticulate rugose; posterior surface with two longitudinal keels, median area shiny and smooth and lateral areas reticulate rugose. Fore wing hyaline, without dark transverse bands. Tibial spurs 1/1/2.
Description of Male. Fully winged; length 1.6 mm. Head black, except mandible yellow-whitish; antenna black-brown, except segment 1 testaceous and segment 2 brown; mesosoma and metasoma black; legs testaceous. Antenna filiform; antennal segments in following proportions: 1.6:1.8:1.8:2:2.5:3.3:3.3:3.3:3.3:3.3. Head dull, granulated; frontal line complete; POL = 3.2; OL = 1.8; OOL = 1.5; OPL = 1.2; TL = 1.0; greatest breadth of posterior ocelli slightly shorter than OPL (1.0:1.2); occipital carina complete. Scutum, scutellum and metanotum dull, granulated. Notauli absent. Propodeum without transverse keel between dorsal and posterior surface; dorsal surface reticulate rugose; posterior surface with two distinct longitudinal keels, median area smooth and lateral areas reticulate rugose. Fore wing hyaline, without dark transverse bands. Basivolsella ( Plate 8E View PLATE 8 ) with two subdistal bristles, without outer process. Tibial spurs 1/1/2.

Distribution. China (Zhejiang, Hainan, Henan, Fujian, Taiwan, Yunnan, Ningxia), Malaysia (Malaya), India (Tamil Nadu), Indonesia (Sulawesi), Malaysia (Sabah), Thailand (Chaiyaphum, Chiang Mai, Trang).
Remarks. Aphelopus penanganus Olmi, 1984 was described on the basis of one female specimen. Afterwards, Xu et al. (1999a) believed to have recognized the opposite sex and included the male in a key to the males of the Oriental Aphelopus . Recently, however, that tentative association resulted erroneous. A series of females and males collected in China, Taiwan, Taichung, Wanfeng Hill, and examined by the authors, proved in fact that the opposite sex of A. penanganus is a male described in the past as Aphelopus olmii by He & Xu (2002) (description based on 1♂ specimen). In addition, the morphological characters of this male better agree with the description of the Female. The above new synonymy is established and A. orientalis gains priority over A. olmii .
